A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: The County is seeking to retain a qualified professional engineering consultant(s) to provide Professional Engineering Services in connection with development of a Capital Improvement Plan for Washington County Sewer District #2 (herein "Project"). The project is being funded in part by NYSESD. As such, any selected consultant(s) will be required to adhere to any applicable Federal, State, or local requirements and standards. The Washington County Sewer District #2 (WCSD#2) operates a collection/treatment system in the villages of Hudson Falls and Fort Edward, and parts of the towns of Kingsbury, Queensbury, and Fort Edward. WCSD#2 serves approximately 15,000 people, processes approximately 1.9 million gallons per day (MGD) of sewage, and maintains 55 miles of sewer main, 1,000 manholes, 11 pump stations, and 18 grinder pumps. The major identified issue is excessive flow caused by a combination of infiltration and inflow (I/I) and stormwater since it is a combined sewer system. Washington County seeks to develop a Capital Improvement Plan for the WCSD#2. An engineering firm will review existing infrastructure and capacity data, compile information from existing reports and identify additional assessment needs and budget for additional assessments, assist the district to identify/prioritize improvements related to future economic development within the district, and develop a priority project implementation schedule, budget, and funding/financing strategy for short- and long-term improvements. The consultant should identify those items requiring short, medium, and long-term improvements over a 25-year period. The resulting product will be a long-term planning document that identifies ways to improve capacity, maintenance/operations, efficiency, and plans for physical improvements. At a minimum, proposers will be expected to provide recommended improvements for four project category types, which include the following: System Upgrades - Upgrades to existing facilities to replace outdated equipment, improve efficiency, and meet higher water quality standards. System Capacity - Projects that include analysis of existing capacity and investigate additional capacity to address future development pressures within the district. Asset Management - Activities that involve procedures to inventory, assess, and track infrastructure throughout its lifecycle including budget forecasting to cover repair and replacement costs over time. Support Services and Projects - Engineering and staff costs, activities that support long-term planning, such as ongoing flow monitoring and modeling and flow reduction programs including storm sewer separation and the need for budgeting and grant acquisition for special studies and capital improvements.
