All material shall be supplied, mixed, and stacked by 1600hrs (4:00pm) October 27, 2023. By submitting a proposal, the proponent agrees to the instructions and conditions of this RFP and waives any right to contest, in any proceedings or action, the right of the City to accept or reject any proposal.
