The USFS intends to conduct this acquisition by use of simplified acquisition procedures in accordance with Federal Acquisition Regulation (FAR) Part 13. A single contract award will be made to the offeror that submits a quotation that has been determined to represent the best value to the Government based on as assessment of (1) Technical/Management Approach, (2) Past , and (3) Price. This allows the Government to accept other than the lowest priced quote. The Government may perform a comparative evaluation (comparing offers to each other) to select the contractor that provides the best value, considering the evaluation factors in this solicitation. Title: Lassen National Forest Well Pond Relining, California Description: The United States Forest Service (USFS) is seeking quotations for the supply and installation of reinforced polypropylene lines to three (3) existing well ponds at three (3) separate locations within the Lassen National Forest, California, as per the specifications. Period of : 10/01/2023 to 12/31/2023 0001 White Horse Well Pond (T33N, R8E, Section 33) Furnish and install per manufacturers specifications a 45 mil reinforced polypropylene liner and a geotextile underlayer on an existing water storage pond. Size of liner and geotextile underlay will be 160 feet width by 160 feet length. The existing degraded PVC pond liner, liner will be removed and disposed of, and new geotextile underlay will be placed and new liner will be placed over the geotextile layer. There are three pipe penetrations that will need waterproof pipe boots constructed and installed to prevent leakage. Existing onsite materials will be used for anchoring liner edges. Remove and dispose of existing pond liner. Size of liner and geotextile underlay will be 160 feet width by 160 feet length. Size of liner and geotextile underlay will be 160 feet width by 160 feet length. The existing pond does not have a liner, and will be drained. Subgrade of pond will need preperation before placing geotextile underlay, a geotextile underlay will be placed, and liner will be placed over the geotextile layer. There are two pipe penetrations that will need waterproof pipe boots constructed and installed to prevent leakage. Existing onsite materials will be used for anchoring liner edges.
