The purpose of this contract is to acquire nonpersonal, commercial custodial maintenance services supporting the Environmental Protection Agency (EPA) facilities in Research Triangle Park, North Carolina and Chapel Hill, North Carolina, collectively known as EPA-RTP. This Performance Work Statement (PWS) describes the work to be completed and acceptable outcomes to be performed by the contractor. In support of the EPA's mission, the contractor will provide custodial maintenance services, five days a week, Monday through Friday (excluding holidays and scheduled closings), and occasional weekend work as required, to include the following types of space: office, cafeteria, classroom, computer room, fitness center, library, research lab, patient treatment area, utility, vending, and washrooms. Services will be both interior and exterior in nature. Exterior services will include snow/ice removal for pedestrian areas. Total estimated cleanable square feet (CSF) is up to 3,088,909, depending on options exercised. The contractor shall provide all management, supervision, transportation, tools, equipment, labor and supplies necessary to ensure that Janitorial/Custodial Services are performed in accordance with the direction provided in this PWS and in a manner that will maintain a satisfactory facility condition and present a clean, neat, and professional appearance. This is a performance-based service contract whereby the contractor is expected to perform the services according to commercial practices and APPA: Leadership and Educational Facilities, Custodial guidelines. The Government will not instruct the contractor as to how to perform the service but rather inspect the performance of the contractor in meeting the requirements. The contractor will comply with environmental compliance as outlined in the PWS to include conservation of utilities, paper products, and green cleaning products. Place of Performance Work in support of this PWS shall be performed at the main campus in RTP and the leased facility in Chapel Hill, North Carolina. Main Facility (RTP) 109 TW Alexander Dr, RTP, NC Chapel Hill Facility (CHF) 104 Mason Farm Road, Chapel Hill, NC The U.S. Environmental Protection Agency (EPA) Campus Facility in Research Triangle Park, North Carolina plans to acquire nonpersonal, commercial custodial maintenance services for this facility. In support of the EPA's mission, the contractor will provide custodial maintenance services, five days a week, Monday through Friday, and occasional weekend work as required, for three locations involving eight building locations to include the following types of space: office, cafeteria, classroom, computer room, fitness center, library, research lab, patient treatment area, utility, vending, washrooms, and an early learning center. Services will be both interior and exterior in nature. Exterior services will include snow/ice removal for pedestrian areas. Total estimated cleanable square feet (CSF) is up to 3,088,909 sq. ft., depending on options exercised. The Contractor shall be responsible for the supervision and control of all employees in the performance of this requirement. The applicable NAICS code is 561720 - Janitorial Services - with a size standard of $22 million. This acquisition is anticipated to be solicited as an 8a Competitive acquisition, using a Lowest-Priced Technically Acceptable source selection approach. It is anticipated the resulting single award contract will be firm fixed price with a contract performance base period of twelve (12) months and four optional twelve (12) month performance periods. The total awarded period of performance shall be for five years. The planned start date for this requirement is January 1, 2024. The anticipated solicitation release date is on or about September 27, 2023, and the closing date shall be approximately 30 days thereafter. Notices of any modifications to this SAM.GOV procurement announcement, including Requests for Proposals and amendments, will be posted using both the FedConnect web portal and SAM.GOV. Interested parties are expected to download the solicitation and any subsequent amendments from the website and to monitor the status of the solicitation. An organized site visit will be conducted at the RTP Facility on Tuesday, September 19, 2023 at 9:00 am (ET). Please plan for this site visit to end at or around noon. Registrations will be accepted until 1:00 pm (ET) Monday, September 18, 2023. The request to attend the site visit must include the name of the company and full name of the attendees. There should be no more than two (2) attendees from each potential offeror. Attendance at the site visit is not a prerequisite for submitting an offer. Requests to attend the site visit after this date and time may not be honored. Specific information regarding the site visit will be provided to those that are registered. No hard copies of the solicitation, including specifications and drawings, will be provided at the site visit. Since the site visit will be conducted at a Federal facility, all attendees are required to be U.S. citizens and must provide a government issued photo ID upon arrival to the site.
