Site work and new construction of an educational facility in Kelowna, British Columbia. Completed plans call for site work for a educational facility; and for the construction of a 56,134-square-foot, four-story above grade educational facility.

The purpose of this Negotiated Request for Proposals (NRFP) is to invite qualified Construction Managers to submit proposals for the provision of construction management services for the College’s new Centre for Food, Wine & Tourism (CFWT) building. The new Centre for Food, Wine & Tourism (CFWT) building will co-locate all the culinary, viticulture and tourism programming on campus. This includes the Infusions Restaurant, modern teaching spaces, food labs, related faculty offices, storage, and administration space. The CFWT will be placed to provide optimum visibility, acting as the heart of the Kelowna Campus. The new facility will not only improve educational quality of programs but will address overcrowding and better utilize space and services. The Centre will focus on addressing the labour shortage in food and tourism, supporting homegrown education in culinary arts, local food and beverage production and hospitality services. The new +/- 5,215 m2 (56,134 SF) CFWT building on the Kelowna Campus will contain 4 storeys and will replace existing culinary, viticulture and tourism programming spaces. These existing spaces will be repurposed or demolished in future projects and are specifically excluded from this project. The current functional program for the project dated August 24th, 2023 is attached as a reference per Appendix D2. The centre will include space for Business program classrooms and community business development space. The centre will connect with the broader Food and Beverage strategy of Okanagan College. The anticipated, all-in construction budget is in the order of $ 35 million. This includes site works (enabling work, utilities, etc.) and hard construction costs. The project is targeting BC Energy Step Code Level 3. The project targeting certification for accessibility from the Rick Hansen Foundation.
