The City of Vancouver (City) Engineering Services' Streets Design branch seeks a comprehensive Pavement Management Solution (PMS) to enhance the analysis and optimization of the City's Road network condition data. The current approach utilizes Microsoft Access, ESRI Geodatabase (gdb), shapefile (shp), MS Excel files and Hansen system. The current approach lacks in-depth data analysis capabilities, thereby hindering effective pavement management decision-making. The PMS needs to integrate with the City's existing Oracle database management system and ArcGIS data visualization and map creation. The successful Proponent will: i) provide the City with a PMS that meets the City's requirements; ii) implement the PMS; and provide ongoing PMS support and maintenance services for the duration of the contract term (initial 5-year term plus City's option to extend for four additional 1-year periods, for a maximum of 9 years). The City requires a PMS that enables consistent, cost-effective, and defensible investment and maintenance decision-making for the City's road network of over 2,100 kms.
