The Contractor shall provide all labor, material, equipment and incidentals necessary for the removal and replacement of the flooring and wall base in the areas of the DFAC shown on the attached floor plan. In addition, the Contractor shall provide all labor, material, equipment and incidentals necessary for the removal and replacement of the insulated flooring in three walk-in coolers in the DFAC kitchen area. Walk-in cooler flooring shall be compatible with the existing cooler system (make, model, etc.). Existing flooring shall be removed down to the concrete slab and disposed off-base. Comply with current Air Force design standards, Headquarters Global Strike Command design directives, Base standards and referenced publications. Contractor shall provide construction drawings IAW the referenced standards. See attachments for additional details. 1) This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2) This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA4626-23-Q-0004. 3) This request for quote is for the purchase of items in accordance with the attached DFAC Flooring Specifications. The resulting contract will incorporate all applicable provisions and clauses in effect through Federal Acquisition Circular 2023-04. 1) This procurement is being solicited as a 100% set-aside for Small Businesses. The North American Industry Classification System (NAICS) code is 238330 with a small business size standard of $19M. 2) Please structure your quotation's contract line item numbers (CLINs) according to the Bid Schedule, see Attachment 6: 3) Period of Performance: 60 days after Notice to Proceed (NTP) 4) Availability of Funds: Funds are not presently available for this effort. No award will be made under this FOPR until funds are available. The Government reserves the right to cancel this FOPR either before or after the closing date. In the event the Government cancels this solicitation the Government has no obligation to reimburse an offeror for any costs. 5) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services (Mar 2023), applies to this acquisition. Specific instructions are included as follows: a. Questions pertaining to this requirement shall be submitted no later than 2:00 PM MST, 21 September 2023 to the individual(s) referenced in section d. below. b.
