Sealed BIDS shall be marked in the lower left-hand corner: "Bid Documents: Town of Royalton Response to July 2023 Flood Event - Town Highway Group I Repairs" LOCATION: The project consists of repairs to and along three town highways located in the Town of Royalton. Group I Town Highways include: Royalton Hill Rd, Sewall Brook Rd, Waldo Ln. Repairs are identified by individual sites as provided within included Damage Inventory Log sheets. TYPE OF CONSTRUCTION: Work to be performed under this project may vary from site to site and will generally include: site preparation, including removal of loose, woody and deleterious material; replacement of damaged culverts including precast concrete headwalls; machine placement and compaction of riprap, stone-fill, filter base and other granular material; road subbase and base material; final surface preparation of the road surface; and incidental items. CONTRACT COMPLETION DATE: The Contract shall be substantially completed on or before November 17, 2023, unless cold, snow, or other weather conditions require a winter shutdown, with OWNER concurrence. The Municipality will evaluate bids in response to this solicitation without discussions and will award a contract to the lowest responsive, qualified and responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Municipality considering only price and any price related factors specified in the solicitation. b. Opened proposals will be considered and submitted bids confirmed on the basis of the summation of the products of the quantities shown in each proposal's Schedule of Items multiplied by the unit prices bid. In the event of a discrepancy between the written bid amount and that alphanumeric figure, the written amount shall govern. In the event of a discrepancy between a unit price and the calculated extension, the product based on the unit price bid and the mathematically correct summation of the products shall govern. c. The Municipality may reject any and all bids, waive any or all technicalities, and/or advertise for new proposals if in its sole judgment the best interests of the Municipality will be served. d. The Municipality may reject any bid as nonresponsive if it is materially unbalanced as to the prices for the various items of work to be performed. A bid is materially unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work. e. A written award shall be furnished to the successful bidder within the period for acceptance specified in the bid and shall result in a binding contract without further action by either party.
