Site work for a mixed-use development in S Royalton, Vermont. Completed plans call for site work for a two-story above grade fire / police facility.
The Town of Royalton seeks proposals for engineering and site study work for Hope Field, a municipally owned site in South Royalton, Vermont. The goal is to determine the residential/mixed use development potential of the parcel to increase housing units and provide a new site for the South Royalton Fire Department. The scope includes: - Market analysis of area housing demand by income bracket and household size. - Three design scenarios, each with a mixed housing type, two with and one without a co-located fire station, recommending types and amounts of housing, including apartments, condominiums, and/or single-family homes/duplexes. - Designs showing total number of units, expected total occupancy, total taxable value, square footage of impervious cover, and total parking demand. - Proposals for possible mixed uses that complement housing and the existing village (such as bookstore, laundromat, etc.). - General development cost estimates for each scenario. - Analyses informed by mix of uses (housing/fire dept), sewer and water capacity, maximum housing density without adverse impacts, fire safety limitations (no more than two stories, emergency access), integration with the neighborhood (streetscape elevation renderings), consideration of green and community space, parking/traffic needs (shared parking), and preliminary planning for stormwater and snow removal. Proposals must be submitted in sealed envelopes and signed by the consultant or their representative. Award decisions will consider price, performance in meeting specifications and terms, the proposer's capability and skill, integrity, experience, and performance history. The selected consultant must provide insurance coverage and may need to demonstrate quality workmanship and provide references. Options to the minimum scope may be proposed with cost descriptions attached. No mobilization charges will be permitted.
