Reference Number: AB-2023-05772 This Request for Proposal does not commit Town of Rocky Mountain House to award a contract or pay any costs incurred in the preparation of a proposal, or attendance at any meetings with municipal staff relative to this proposal. It is the intent of this RFP to award a contract to a Consultant for a comprehensive utility master plan, offsite levy study and bylaw. The first goal of the Town is to have a comprehensive Master Utility Plan with the information and the necessary tools to manage long-term infrastructure needs and identify any improvements required in the existing infrastructure. Four components are to be included in the scope of services: Water, Wastewater, Stormwater Management, and Transportation. The second goal of the Town is to establish appropriate, fair and justifiable offsite levies for developers. The offsite levies established shall be for: 1. New or expanded facilities for the storage, transmission, treatment or supplying of water: 2. New or expanded facilities for the treatment, movement or disposal of sanitary sewage: 3. New or expanded storm sewer drainage facilities: 4. New or expanded transportation infrastructure required to connect, or to improve the connection of, municipal roads to provincial highways resulting from a subdivision or development: The Consultant shall base their findings on the criteria and documents listed below. Proponents should identify other criteria in their proposal that they believe would assist in obtaining the Town's goals and benefit the plan or study. At a minimum, the documents that are to be studied and utilized are: o The Municipal Government Act and the Offsite Levy Regulation to ensure conformance to the legislative requirements. o The current Offsite Levy Bylaw 17/04 OS and the Offsite Levy Report. o The Offsite Policy Framework 004/2017. o The Utility Master Plan Update February 2015. o The Town of Rocky Mountain House Design Guidelines 2020. o The Rocky Mountain House Region Recreation Master Plan 2017 (updated 2021). o The Municipal Development Plan bylaw 2020/20. o The Land Use Bylaw 2020/19. o The Intermunicipal Development Plan bylaw 07/19LU. o 2015 WaterCAD model from Stantec 2015 Utility Master Plan o 2015 SewerCad Model from Stantec 2015 Utility Mater Plan o 2015 PCSWMM model from Stantec 2015 Utility Master Plan o The East Area Structure Plan. o The North Area Structure Plan. o The North East Area Structure Plan. o The South West Area Structure Plan. o The Old Town Area Redevelopment Plan. o The Augoustis Outline Plan. o The Creekside Outline Plan. o The Falcon Ridge Outline Plan. o The Mud Lake Outline Plan. o The North East Outline Plan. o Riverview Outline Plan. o RVB Outline Plan. o 2015 Traffic Model Study and traffic count o Shape and/or DWG files of all underground infrastructure through MRF o Lidar elevation contours (10cm) Refer all proposal inquiries to Sean LaFrance, Project Manager, by email at slafrance@trmh.ca All written inquiries and the replies thereto will be copied to all proponents through the Alberta Purchasing Connection.
