Sources Sought Notice This is a Sources Sought Notice (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. The Government is seeking information for market research purposes only. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Albany, New York for the purpose of collecting information about 5 Year Testing of Fire Department Connections (FDC), Including Standpipes located at Albany Stratton VA Medical Center, 113 Holland Avenue, Albany, NY 12203. The VA is seeking to provide for this requirement as October 01, 2023. The NAICS code identified for this requirement is 561210 Facilities Support Services. The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has identified small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment and possess an interest in performing these service, are encouraged to email a capability statement and full information to Levi Russin at Levi.Russin@va.gov by Friday, September 22, 2023 at 12:00 PM ET. - Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category(service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business). Interested parties MUST provide company/individual name, a capability statement, examples of same or similar work performed at other facilities, DUNS number and address, point of contact and social-economic. If contractor is a Service-Disabled Veteran-Owned Small Business (SDVOSB), a Veteran-Owned Small Business (VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement. If any of the requested information is not supplied with the response, this may result in the contractor not being considered in the Government s Procurement Strategy. (2) The offeror acknowledges that this certification concerns a matter within the jurisdiction of an Agency of the United States. The offeror further acknowledges that this certification is subject to Title 18, United States Code, Section 1001, and, as such, a false, fictitious, or fraudulent certification may render the offeror subject to criminal, civil, or administrative penalties, including prosecution. Background /Objective The Stratton VA Medical Center 113 Holland Ave, Albany NY is currently seeking a contract for the required 5 Year Standpipe Flow & Hydrostatic Fire Dept Connection (FDC) Testing. Place of Performance Stratton VAMC Main Campus, 113 Holland Ave, Albany, NY Scope of Work NFPA 25 2017 and Joint Commission require 5 Year testing of all Fire Department Connections (FDC) including standpipes. Due to a sudden turnover of personnel the Medical Center is out of compliance with this requirement which was last performed over 5 years ago. Specific Tasks Contractor will furnish all parts and labor to accomplish the required 5 year flow testing on three (3) Fire Department standpipes, in accordance with NFPA 25 2017 - 6.3.2.1 and A.6.3.2.1 guidelines. Contractor will furnish all parts and labor to accomplish the required 5 year hyrostatic testing on six (6) Fire Department connections, in accordance with NFPA 25 2017 - 6.3.2.1 and A.6.3.2.1 guidelines. Contractor will return system to in service upon completion of testing and ensure system is functioning within the NFPA guidelines. . Special Instructions - All work will be performed within OSHA safety guidelines. Noncompliance - The Contracting Officer or his/her designee will notify the contractor of any noncompliance with the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served on the Contractor or his/her representative at the site of the work, shall be deemed sufficient for the purpose aforesaid. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all and any part of the work, and hold the Contractor in default. Government Furnished Property-N/A Inspection - Upon completion of the testing the COR/POC will perform the inspection in the presence of the contractor personnel, prior to the contractor personnel leaving the facility. This inspection will ensure that the system is returned to full functioning condition No invoices will be processed for payment prior to the completion of POC inspection. Other Related Services (Not Included in the Scope of Work) - Any services not expressly stated in this statement of work are not authorized. Services such as inspection, Original Equipment Manufacturer (OEM) required maintenance, or other maintenance and repair vital to the continued functioning of the systems may be added only after written modification from the contracting officer, unless they are inclusive to the requested services. No other person, including the COR or any other VA personnel are authorized to request additional work be performed by the contractor. Any additional services performed that are not authorized by the contracting officer will be considered inclusive. The Method of Contractor Selection has not been determined at this Time.
