Per the owner, as of October 24, 2024, an RFP for a Contractor will come out early in 2025 and construction is anticipated to begin in the late spring or early summer of 2025. The City of Roseville (hereinafter "City"), is soliciting proposals for the design and engineering services during construction (ESDC) for a Design-Assist project. The project is for rehabilitation of the existing primary/headworks biofilter and odor collection system at the Dry Creek Wastewater Treatment Plant (hereinafter "DCWWTP"). This will be a competitive negotiation process. Qualified individuals, firms, contractors, consultants or entities (hereinafter "Consultant(s)"), that meet the requirements set forth in this Request for Proposals (hereinafter "RFP"), and are capable of providing the services requested are encouraged to participate. The Consultant shall provide a comprehensive design and ESDC for an odor collection system and biofilter rehabilitation with air balance, flow analysis, and air changes based on NFPA 820 requirements. The design documents shall include demolition and removal of the existing system. The consultant shall design replacements based on City input and approval, develop design plans and specifications to be incorporated into the City's design-assist procurement documents and ultimately, Contract Documents for construction based on the Contractor and manufacturer input, provide cost estimates for City's budgeting purposes, provide services during contractor procurement, provide ESDC services, develop electronic as-built drawings, and perform testing including verification of operation and functionality, and assist in commissioning. Since this facility is operational, all onsite work will be scheduled with the City Project Manager. Said proposals will be evaluated and results will be made public after completion of the negotiation process with the selected consultant. The City reserves the right to reject any or all proposals and to waive any informalities or irregularities in any proposal or in the proposal process.
