Two of the referenced projects must be for potable waterline construction of a minimum of 500 linear feet of potable waterline installed within public roadways, all with a diameter of 8 inches or greater. The City reserves the right to reject a responsive bid based on the non-responsibility of the bidder if the Director of Public Works or Designee finds, after providing notice and a hearing to the bidder, that the bidder lacks the 1. knowledge 2. experience, 3. or is otherwise not responsible as defined in Section 3.24 of the San Luis Obispo Municipal Code to complete the project in the best interest of the City.
