Site work for a water / sewer project in Pomeroy, Washington. Conceptual plans call for site work for a water / sewer project.
This request is for design, installation, testing, and monitoring services for an irrigation well at the WT Wooten Wildlife Area Headquarters located along the Tucannon River on Tucannon Road, approximately 14 miles east of Dayton, Washington in Columbia County. Services are expected to include existing data review and well project design including electrical work and pump selection, aquifer testing plan, contractor selection and well installation, pumping tests, and a project report in accordance with the requirements laid out within the Preliminary Permit issued by Ecology. Well installation shall be completed by December 31, 2023. The Wooten Wildlife Area HQ property irrigates roughly 6 acres of grassland during the summer months to act as a fire break. A 2020 flood event significantly re-routed the Tucannon River channel more than 100 feet to the southwest of the existing point of diversion which led WDFW to submit a water right change application from surface to ground (Ecology application no. S3-22056). We recently received a preliminary permit to drill one test well and assess the availability of water in hydrologic continuity with the Tucannon River, we are preliminarily approved for approximately 90 gallons per minute. The target groundwater supply at the site for the purposes of the application is the shallow, unconfined, alluvial aquifer that is in direct hydrologic connection with the Tucannon river. WDFW is seeking assistance to perform the well installation and testing outlined in the preliminary permit to provide technical data to support Ecology's processing of the application. Contract documents for contractor solicitation including drawings and specifications. - Aquifer testing plan to document proposed pumping test of the new well in order to satisfy data collection objectives of the Ecology Preliminary Permit. - Contracting, coordination, and oversight of contractor to drill preliminary well. L&I requirements shall be followed including but not limited to prevailing wage rates for the well drilling contractor. - Final design documents to include screen depth, length, slot size specifications based on observed subsurface soil conditions encountered during drilling, pump selection and electrical work. - Pumping test plan to be followed by the contractor. Pumping test plan oversight to be performed by AE. Data collection, data processing, and reporting will be in accordance with the aquifer testing plan. - Project report in accordance with the requirements laid out within the preliminary permit issued by Ecology. - Upon successful completion, WDFW may request selected firm for additional construction support. QUALIFICATIONS Experience within the last 5 years designing well systems in accordance with Ecology requirements. AE must be pre-approved by Ecology for their cost reimbursement program. Expertise in geotechnical, hydrogeological, and environmental engineering is required, as well as well design, testing, and cost estimating. Experience working with Ecology and other pertinent permitting agencies is preferred. Questions may be directed to the same email address. The Statement of Qualifications shall be no longer than 14 pages (not including cover and title pages) and include lead staff resumes, ability to meet timelines, and general project approach. A qualifications-based selection process will be used and will consider the following information: . Qualifications/expertise of firm . Qualifications of proposed project manager . Qualifications of key team members, including subconsultants . Experience with recent similar projects . References After receiving SOQs, WDFW will evaluate the responding firms' qualifications to form a short list of approximately 3 firms. Short listed firms receive additional project description and will be invited to present proposals, from which a firm will be selected.
