Site work for a military facility in Pomeroy, Washington. Completed plans call for site work for a military facility.
This is a solciitation to provide all labor, materials, equipment, supplies, supervision, and transportation needed to install a concrete pad with a Government provided generator and automatic transfer switch. All work shall be done in accordance with (IAW) the terms and conditions, drawings, statement of work (SOW) and other attachments set forth in the RFQ. USDA ARS Western Regional Plant Introduction Station (WRPIS) Central Ferry Research Farm, 639 Hastings Hill Rd, Pomeroy WA 99347 46.670894, -117.753427 Question Deadline 02/21/2024 at 1:00 PM PT All questions pertaining to this solicitation, including questions that arise during the site visit, must be submitted to Michael.Sherlock@usda.gov IAW FAR 36.204 the estimated magnitude of this project is between $25,000 and $100,000. Completion shall be 90 days after issuance of the notice to proceed. Emailed digital copy of bonds are due within 14 days after award. Provide all services necessary to install a Government Furnished 200 kW generator with automatic transfer switch on a constructed concrete pad with startup and testing, load bank test and permits a. Concrete pad i. Remove existing concrete pad. ii. Construct a 6" concrete pad, 12' wide, 15' long level reinforced concrete pad next to building. Top of pad to be 1" above existing ground. 1. Excavate and provide 6" of compacted crushed rock extending 1' minimum beyond pad. 2. Provide #4 reinforcement spaced at 12" on center at mid-depth of slab. 3. Concrete to be 3,500 psi compressive strength with 4-7% entrained air. 4. Provide expansion joint between pad and building. 5. Provide broom finish on pad. iii. Provide conduit through the new concrete pad, routed underground between transfer switch and existing wall mounted service panels. b. New generator i. Install a 200 KW Generator on the concrete pad making sure to avoid future issues to tripping hazards, long term deterioration hazards that could affect employees of the ARS and WSU. Provide signage to the hazards of this installed unit . Generator is Government Furnished, Generac SD0200. Contractor shall relocate generator to concrete pad. 2. Coordinate placement of generator onsite with Government. Leave adequate access room between generator and exterior wall. 3. Anchor generator to pad per manufacturer's recommendations. 4. Provide full fuel tank ii. Install automatic transfer switch and connect to existing panel. 1. Automatic transfer switch is Government Furnished, Generac TX Series 2. Install on concrete pad per manufacturer's recommendations and instructions. iii. Provide and install all trenching, wiring, conduit to connect generator, automatic transfer switch and existing panel. Include bedding and compacted backfill in all trenches. iv. Install and mount Government Furnished remote emergency stop switch. c. Acquire state and local permits and inspections. Comply with utility (Inland Power and Light, Spokane Washington) guidance, regulations and standards. Obtain permits and approval from Department of Labor and Industry. All work to be in compliance with Washington State Administrative Code (WAC) and National Electric Code (NEC) and manufacturer's recommendations and instructions. d. Coordinate and provide manufacturer's representative or distributor to perform startup and test, including on-site 4-hour load bank test. e. Coordinate and provide manufacturer's representative or distributor to provide training on operations and maintenance. Dept. of Labor General Decision #WA20240025 dated 01/19/2024 is applicable to this contract. See attachments for more information including how and when to a quote. Period of Performance: 03/18/2024 to 06/16/2024 . *The value for this project is based on a financial range.
