No definite date for the rebid.** The City of Berkeley is soliciting written proposals from qualified firms or individuals to provide landscaping, irrigation installation, grading, and the removal of previous vegetation. As a Request for Proposal (RFP) this is not an invitation to bid and although price is very important, other factors will be taken into consideration. Proposals will not be accepted after the date and time stated above. Incomplete proposal or proposals that do not conform to the requirements specified herein will not be considered. Issuance of the RFP does not obligate the City to award a contract, nor is the City liable for any costs incurred by the proposer in the preparation and submittal of proposals for the subject work. The City retains the right to award all or parts of this contract to several bidders, to not select any bidders, and/or to re-solicit proposals. The act of submitting a proposal is a declaration that the proposer has read the RFP and understands all the requirements and conditions. The Architect and Project Manager will be available to take questions and will provide an official response via the Addendum - Question & Answers that will be posted to the City Bid-Proposal Opportunities webpage. All questions should be emailed to the project manager by the Question & Answer due date. For questions concerning the anticipated work, or scope of the project, please contact Jesse Figoni, Fire Inspector, via email at jfigoni@cityofberkeley.info no later than Tuesday, October 10th, 2023. Answers to questions will not be provided by telephone or email. Answers to all questions or any addenda will be posted on the City of Berkeley's site at Bid & Proposal Opportunities | City of Berkeley (berkeleyca.gov). It is the vendor's responsibility to check this site. For general questions concerning the submittal process, contact purchasing at 510-981-7320. The Berkeley Fire Department is soliciting proposals from landscape contractors that are registered and licensed in the State of California to provide demolition including but not limited to moving earth and rock, hauling debris, creating contours and general site work, and installation including but not limited to planting, hardscape installation, irrigation, and lighting following a completed landscape design. A map and layout of the specific project has been included and is further discussed in the Scope of Services. The Bid Proposal should include the full cost of demolition and any associated fees, tree pruning, and all acquisition and installation of plants, earth, rock, plumbing/irrigation, lighting/electrical, furniture, and other materials required to complete the project. Services must meet all applicable State and Local regulations. The Department reserves the right to reject any or all Bid Proposals, to waive any informality, minor technical defect, or irregularity in Bid Proposals, and to accept or reject any items of a Bid Proposal. The Berkeley Fire Department may reject bids from any contractor for whom there is documented evidence of project schedule delays, cost overruns, and demonstrated inability to meet project performance requirements. Interested businesses are invited to submit proposals following the provisions of this Request for Proposals (RFP) The Contractor shall furnish all labor, material, tools, equipment, transportation, insurance, and other equipment and apparatus to perform all work. The project to be performed is a complete landscape demolition and installation of a model fire safe garden around Fire Station #4 in Berkeley, California. Note that full project plans are included as Attachment J. Work to be performed includes but is not limited to: a. Removal of current landscape & materials b. Tree removal, stump grinding, pruning of existing trees, root pruning c. Landscape preparation including earthworks, plumbing and electrical d. Purchase and installation of plants and other features called out in the design e. Installation of a new irrigation system by a licensed irrigator (provide evidence of such licensure) f. Grading, backfilling
