Renovation of a mixed-use development in Lexington, Kentucky. Completed plans call for the renovation of a medical facility.
The Lexington VA Healthcare System, Franklin Sousley Division, has a requirement for a contractor to provide construction services for Project # 596-19-104 Correct FCA Deficiencies - FSC in accordance with the Statement of Work, Project Specifications and Drawings. The work includes general construction, alterations, walks, electrical, architectural, doors, door hardware, physical access controls and necessary removal of existing structures and construction and certain other items shown and identified in the Statement of Work, Specifications and Drawings. The project work will take place in a medical environment and the proposed contractor shall take into consideration infection control, demolition noise, environmental dust control, and specialized facility requirements as necessary in working in a medical/hospital centered setting. NAICS Code 236220 is applicable to this requirement. The Small Business size standard is $45M. The estimate range of construction is between $1,000,000.00 and $2,000,000.00. This requirement will be procured by way of FAR Part 15, as a Lowest Price Technically Acceptable (LPTA) source selection process. The evaluation factors and sub-factors under consideration for this requirement will be available upon the solicitation release, which is anticipated to be on or shortly after August 9, 2023. This requirement is a 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns under the authority of 38 U.S.C 8127 (d). Only those SDVOSB's listed and viewable in the Center for Verification & Evaluation (CVE) database located at Home. VetBiz Portal (va.gov). The CVE database will be checked at the time of offer submission as well as prior to award. All offers must also have an active listing in the System for Award Management (SAM) database. The awarded contractor must also submit evidence of enrollment with VETS4212. In addition to the requirements as set forth in the solicitation notice (to be issued), the proposed contractor must also be determined responsible in accordance with FAR Part 9. The Contracting Officer will determine responsibility prior to award any award being made. The Project number, Project Name and Solicitation Number must be included in the subject line of all questions related to this requirement. No questions will be considered until the actual solicitation is released, on or shortly after August 9, 2023 Project 596-19-104, Correct FCA Deficiencies - FSC at the Lexington VA Healthcare System, Sousley Campus, in Lexington, Kentucky. The VA Medical Center has a requirement for construction services for a contractor to provide all labor, materials, equipment and expert supervision required to Correct FCA Deficiences. NAICS code 236220 is applicable for this project. The small business size standard is $45M. The Project is between $1,000,000.00 and $2,000,000.00. A scheduled will be held on Wednesday, October 4, 2023 at 2:00PM, EST at the Lexington VA Health Care System, Sousley Campus. All participants attending will meet at the Sousley Campus, Bldg. 2, Floor 2, Con Room 216. To obtain clarifications and/or additional information concerning the contract requirement, specifications, and/or drawings, submit a written Request for Information (RFI) via email to the Contracting Officer, Matthew Whisman at matthew.whisman@va.gov. RFI's must be specific in identifying section, paragraph and page number and must be in format. All RFI's submitted shall include the project number and title, contractor name, city, state, telephone, email address, date submitted and RFI (s). Questions received after 12:00PM, EST October 12, 2023 will not be answered unless it is determined to be in the best interest of the Government as deemed by the Contracting Officer. All questions must be submitted in writing only. In accordance with P.L 109-461, this aquisition is 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. In order to be eligible to receive an award under this solicitation, the SDVOSB contractor must be listed and viewable in the Vetbiz Registry located at www.vip.vetbiz.va.gov at the time of offers due and at time of the award. Offerors are advised that the fast track reverification program ended September 30, 2012. Consequently, offerors in reverification status will not be eligible to submit offers for this project. In accordance with FAR 52.204-7 System for Award Management (SAM), all prospective offerors must have an active SAM's registration at the time of offer submission. Project will be procured under FAR 15.101-2 Lowest price Technically Acceptable. Evaluation factors are listed in the solicitation. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
