The City of DeSoto is soliciting responses from interested firms to provide the City with Projects Construction Management services for Community Development Block Grant (CDBG) Minor Housing Rehabilitation Program. The City will place strong emphasis on working with a firm that has extensive experience in HUD Rehabilitation Programs. The property inspector should be current on the most recent state and federal laws with regard to building codes and construction. The proposer must be qualified, and possess knowledge and experience working with the International Building Code and City Code and other preferred specific standards. The firm must be capable of providing property inspections and information suitable for use in determining permanent decisions on various residential construction projects. The firm must be capable of handling numerous property inspections immediately after the contract award, and capable of doing so, in a timely manner. The firm must be capable of managing and supervising contractors as assigned to each home and deliver on quality evaluations. The professional should be capable of producing quality documents. Bidders may be required to submit data covering financial resources, equipment and ability to perform the work rapidly and in a satisfactory manner. The City reserves the right to reject any or all bids, to waive any informalities in the bids, or to accept such bids as appear to be in the best interest of the City. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed, insurance coverage requirements and minimum wage rates to be paid under the contract. All bids shall be accompanied by a bid bond from a reliable surety (with the appropriate Power of Attorney) or by a cashiers or certified check upon a national or state bank in the amount of five percent (5%) of the total maximum bid, as a guarantee that bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of contract. The bid security must be enclosed in the same envelope with the bid. Bids without check or bid bonds will not be considered. The successful bidder must furnish a performance bond, and a payment bond (with the appropriate Power of Attorney) in the amount of one hundred percent (100%) of the contract price from an approved surety company holding a permit from the State of Texas, to act as surety of other surety or sureties acceptable to the City of DeSoto. Bidders must return the bid document in its entirety with each page initialed by the contractor.
