Any Contractor submitting a bid must be licensed by the State of Georgia and be fully insured and bonded. License numbers must be written on the face of the bid envelope. No bid will be opened unless it contains the Contractor's license number. The work to be done shall consist of furnishing all labor, materials, and equipment necessary to construct the project titled Ohio River Road Improvements as shown on the construction drawings. In general, construction consists of paving 1.71 miles of county road, drainage structures, erosion control, grassing and all other associated appurtenances necessary for a complete pavement improvement project. This work will be awarded in one (1) contract. All bid forms must be accompanied by a Bid Bond in an amount not less than ten percent (10%) of the amount bid. This is a Section 3 Covered Project under the HUD Act of 1968 and Section 3 Residents and Business Concerns are encouraged to apply. If Section 3 documents are not properly signed and submitted with the bid, the bid will be rejected. The successful bidder, if awarded the Contract, will be required to furnish a Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract amount. All bonds must appear on the Treasury Department's most current Circular 570 Listing, latest edition. The Owner: reserves the right to reject any or all bids, including without limitation, the right to reject any and all non-conforming , non-responsive, unbalanced or conditional bids and to reject the bid of any bidder whom the owner believes would not be in the best interest of the project to make an award to that bidder whether because the bid is not responsive, the bidder is unqualified, or of doubtful financial ability, or fails to meet any other pertinent standard or criteria established by the owner.
