Statements of qualifications and proposals are being requested from engineering/architectural firms with a strong record in successfully assisting local governments with the implementation of Community Development Block Grant (CDBG) programs. Responding firms should be technically qualified and licensed in the State of Georgia to provide these services. Plans are to contract for engineering/architectural preliminary design services required for a potential FY2023 CDBG project and, if funded, for engineering/architectural services for the implementation of the project. The purpose of the project is to provide Infrastructure improvements in eligible areas. Original Town Area Infrastructure Systems Refurbishment The purpose of this CDBG project is to refurbish or replace old deteriorating infrastructure including sewer, water, streets and drainage systems. The areas of concern are the low- moderate income residential areas in the original central City of Alma. The original central City of Alma had public sewers, water and streets built between the late 1940's to about 1960 in a span of 30 years. These public facilities have exceeded their design life of 50 years and are failing at an increasing rate each year. The sanitary sewer collection system is the system of greatest concern. All contracts are subject to Federal and State contract provisions prescribed by the Georgia Department of Community Affairs. This project is covered under the requirements of Section 3 of the HUD Act of 1968, as amended and Section 3 Business Concerns are encouraged to apply. The method of Contractor Selection has not been Determined at this time. As of August 30, 2023, an engineer has been selected.
