he Project consists of constructing an irrigation system throughout the Sunrise Ridge Golf Course, a 9-hole golf course, located on the South side of Colman. Bidders on this work will be required to comply with the Presidents Executive Order Nos. 11246 as amended, 11458, 11518, and 11625 as amended. Bidders will also be required to comply with all local, state and federal laws and regulations relating to the work contracted for. Bids may be accompanied by a certified check, cashiers check, or a bank draft, issued by a State or National Bank domiciled within the state, and payable to the City of Colman Finance Officer in an amount equal to five percent (5%) of the amount bid, or a bid bond of ten percent (10%). By virtue of statutory authority, preference will be given to material, products and supplies found or procured within the State of South Dakota. A resident bidder is allowed a preference as against the bid of any bidder from any other state enforcing or having a preference. The City Council reserves the right to waive any irregularities deemed advantageous to the City of Colman, to reject any and all bids, and to negotiate with the most qualified individual or firm submitting a proposal. Plans and specifications can be examined at the City of Colman Finance Office or by request of the Finance Officer at: cityofcolman@iw.net A Bid must be accompanied by Bid Security made payable to Owner in an amount of ten (10) percent of Bidders maximum Bid price (determined by adding the base bid and all alternates) in the form of a Bid bond (on the form included in the Bidding Documents) issued by a surety meeting the requirements of Paragraphs 6.01 and 6.02 of the General Conditions or by a certified check of bank money order payable to the Owner in the amount of five (5) percent of the Bidders maximum bid price. Bid Requirements: 1. The successful bidder must submit a proposal for the irrigation system and specifications provided by the City but may, in addition, submit an alternate plan and proposal. 2. The successful bidder must submit a proposal that includes a complete list of materials and include the cost of labor. 3. The successful bidder must also include an anticipated start date and the expected time for completion. 4. The successful bidder will comply with all laws of the State of South Dakota, and all ordinances of the City of Colman. 5. The successful bidder is encouraged to provide a list of references of similar irrigation projects awarded. All sealed bids must be submitted to the City Finance Officer prior to 2:30 P.M. on October 11th, 2023. All sealed bid envelopes must be marked COLMAN CITY IRRIGATION IMPROVEMENT.
