The Contractor shall provide the following Services: (a) Sanding of Hartley Creek FSR (~0km mark to ~1.2km mark). This section of the FSR is high risk due to the steep road grades, tight corners, and steep drop-offs that are present on this section of the FSR. Due to this higher risk, sanding may be required more frequently than the other section of this FSR. A higher volume of sand might also need to be applied on this section, than the other section of the FSR. This is to ensure the safety of all road users of this section of FSR. See Appendix I to reference specific sections of the road to be sanded. (b) Sanding of Hartley Creek FSR (~1.2km mark to ~3.3km mark at the Snowmobile Parking Lot). This section of the FSR is lower risk due to more gentle road grades and thus may not need to be sanded as frequently. This section should only be sanded when it is required to ensure safety of its road users. (c) See the attached Hartley Creek FSR Sanding Location Map for details on the location of the sections of this FSR. (d) The Contractor must carry out the Services in a timely manner, as the Sanding is necessary for rural residents to access their properties. (e) Sanding services must only be completed by the Contractor when the road surface becomes a safety concern due to icy road surface conditions, or otherwise approved by the contract manager. (f) It should be noted that the first 1.3km of the Hartley Creek FSR has steep road grades (averaging 12% with a pitch of 16% at the 1km switchback). This road is also narrow and has high traffic levels at times. These factors may slow down sanding production/services. (g) Due to the steep road grade sections of the road, a pilot truck is required for safety reasons when sanding the steep road grade sections, to ensure the public driving the road are kept safe by being stopped during the sanding services on these sections. The pilot truck is to stop traffic at the top of steep grade section of the road while the sanding truck is sanding the steep grade section of road. (h) Due to the steep road grade sections of the road, it is hard for the sanding truck to get traction. When sanding these steep road grades, it is recommended that the sanding truck backs up the road (drives in reverse) to enable the wheels to be on the sand when sanding. This will ensure the sanding truck does not slide off the road. (i) It may be requested that only the lower or upper sections of the FSR are sanded. This request will be related to the road conditions at the time of the request. (j) It is estimated that there will be 38-60 hours of sanding required for each winter season. (k) It is estimated that there will be 23-33 hours of pilot truck services required for each winter season. (l) It is estimated that 110-170m3 of sand will be applied for each winter season. (m) Depending on road conditions/time of year, the contract manager may request that only specific sections of FSR are to be sanded. (n) This will be an as-and-when-needed contract, so services will only be provided when approved by the contract manager.
