The project is expected to be awarded on November 2023.** The City of Calabasas, Community Services Department is soliciting Proposals from qualified playground equipment manufacturers and/or vendors (Vendors) to design and install playground equipment at Freedom Park. In general, the City is looking for unique play equipment with engaging features and high play value that will encourage physical activity and enhance motor skill development with access for people of all abilities. Equipment design must meet the requirements of the Americans with Disabilities Act (ADA), and utilize International Playground Equipment Manufacturers Association (IPEMA) certified equipment that meets or exceeds all federal and state guidelines, and conforms to the playground-related technical standards set by the American Society of Testing Materials International (ASTM) and the U.S. Consumer Products Safety Commission. Vendors are invited to submit Proposals with playground equipment and pour in place surfacing designs for the location identified in this RFP. No more than two playground equipment and PIP designs will be accepted per vendor. Basic Requirements: Play structures and amenities must be age appropriate with proper signage. All products shall bear the certificate seal of IPEMA and shall meet or exceed ADA Accessibility Guidelines for Play Areas. All equipment and surfacing shall conform to current playground-related ASTM and CPSC technical standards including, but not limited to: o ASTM F1487 (Playground Equipment) o ASTM F1292 & ASTM F3313 (Impact Attenuation of Playground Surfaces) o CPSC Publication 325: Public Playground Safety Handbook Vendors and their contractor(s) must be prepared to comply with all state, federal and local requirements for play structure equipment. Vendors are responsible for verifying site conditions. No allowances will be made if a Vendor fails to adequately examine the location before submitting a Proposal. All equipment shall be installed by a factory trained and certified installer. Following installation a full and thorough audit of all newly installed play equipment will be performed by an independent Certified Playground Safety Inspector (CPSI) hired by the City. Vendor(s) will be required to address and resolve any identified deficiencies within five (5) days of notification of the deficiencies by the General Contractor or City Representative. Budget: $175,000 for play structure and PIP surfacing Equipment: Play structure and amenities for ages 5-12 Pour in place rubber surfacing Selected Vendor will be responsible for the design, provision and installation of play equipment, and installation of pour in place surfacing at Freedom Park. All requests for clarification or additional information must be submitted in writing via email to the Citys bid coordinator, Erica Green at egreen@cityofcalabasas.com. Requests for clarification must be received no later than 2:00 p.m. on October 16, 2023. Telephone communication with City staff is not encouraged, and the City is not bound by any clarifications, interpretations, corrections or changes to the RFP that are made verbally or in any manner other than by written addendum. Interpretation or correction of the RFP will be made by addendum Vendor agrees to hold equipment and upon notification from City Representative, coordinate delivery and installation of play equipment at specified location. The date(s) for the installation of the playground equipment will be determined by a City Representative. A separate contractor will be constructing an ADA access ramp into the park after the installation of the playground equipment and pour in place surfacing. Equipment vendor and contractor are to coordinate activities to ensure that the park is not closed for more than eight (8) weeks and that the ramp project starts immediately upon completion of the playground installation. Pursuant to California Civil Code Section 9550 et seq, any successful bidder for cumulative work in excess of $25,000 shall furnish to the City at the time of execution of the contract a payment bond approved by the City in an amount equal to one hundred percent (100%) of the contract price. The successful bidder for cumulative work in excess of $25,000 shall also furnish to the City at the time of execution of the contract a faithful performance and maintenance bond approved by the City in an amount equal to one hundred percent (100%) of the contract price.
