The owner has determined a Design Builder. An Evaluation Committee shall select, in order of preference and based on the criteria established, a shortlist of one or more Respondent Teams deemed to be the most qualified to provide the services required. The selection of the shortlist must be based on demonstrated competence and qualifications only. Fees, price, man-hours, or any other cost information may not be considered in the selection of the shortlist. Kootenai County reserves the right to accept any response, or to reject any and all responses. Any contract resulting from the RFQ shall be subject to a financial assistance agreement between Kootenai County and the United States Department of the Treasury. The successful respondent shall comply with all applicable laws and regulations for federally-funded projects, and shall certify that it is not on the Comptroller General's list of ineligible contractors or otherwise debarred from contracting by any federal, state, or local public entity.
