St. Charles County is accepting bids for the following Relocation of 1830's Blacksmith Shop St. Charles County has the right to accept and/or reject any and all bids. Annual Wage Order #30 as of March, 10 2023 will be in effect for this project. All questions or clarifications concerning this IFB must be submitted in writing via E-mail to: Brandy Mabry, Purchasing Coordinator St. Charles County Government Finance Department 201 North Second Street St. Charles, Missouri 63301 bmabry@sccmo.org Questions concerning the plans and specifications should be made to: Ben Gall, Park Historian St. Charles County Government Parks Department 201 North Second Street, RM 510 St. Charles, Missouri 63301 bgall@sccmo.org All questions must be received no later than 2:00 PM on 10/06/2023. :The project consists of:(1) Confirming the plans and methodologies set forth in this bid (2) Preparing the building for relocation by bracing the interior walls and major structural components of the Blacksmith Shop and disconnecting it from the foundation. (3) Raising the building from its sills (4) Placing the Blacksmith Shop onto all-terrain transportation or hydraulic dollies (5) Driving the Blacksmith Shop over both finished and unfinished terrain to the new location, providing all necessary resources along the way. (6) Setting building onto a premade foundation. This foundation will be provided by others, however, collaboration and coordination between foundation contractor and building moving contractor is required. (7) Ensuring the building is secure on the new foundation and meets all necessary safety and work codes and is restored to pre-move condition. The Contractor shall be expected to provide all necessary expertise, equipment, materials, supervision, labor, and incidentals. The initial phase of the project should include meetings between St. Charles County ("SCC") representatives including the Park Historian, Park Supervisor, Assistant superintendent of parks, the Contractor for this project, and the foundation contractor at the Craftsman Center and Historic Daniel Boone to verify the relocation plan of action and make any necessary adjustments. Contractor and Foundation company shall ensure foundation and building measurements align. The first phase will end with the submission of a safety plan and obtaining of all necessary permitting for St. Charles County and the State of Missouri. The second phase of the project will be preparation of the building, including securing all necessary bracing on the interior walls and major structures of the building to ensure it does not collapse during relocation, disconnecting the house from the foundation including anchor bolts and any other hardware, and removing any obstacles from the structure that affect the installation of necessary Ibeams. This will be followed by raising the building and all necessary components including a masonry forge and chimney from its current foundation using all appropriate equipment including but not limited to I-beams, support struts, hydraulic jacks, etc., ensuring all OSHA and SHPO guidelines are being adhered to. The building should then be lowered onto hydraulic dollies or some other form of all-terrain transportation. The Blacksmith Shop will then need to be transported approximately one-half (1/2) mile on the hydraulic dollies or alternate all-terrain transportation down the predetermined route from the Craftsman Center to the Historic Daniel Boone Home. This will include traveling across both maintained and rough or completely untended terrain. The Contractor shall expect to coordinate with all utility companies should any need to be disconnected and they shall provide all necessary barricades, flagmen, and police to control traffic. The building will then need to be lowered onto a previously fabricated foundation at the Historic Daniel Boone Home. This may involve working in conjunction with the Concrete Foundation Contractor and around public visitors or people renting the site. Finally, this project will require ensuring that the building is restored to the pre-move condition, which may include making repairs to items damaged prior to the move. The final aspect of the project shall be ensuring the building meets all County, State, and Federal work and safety codes and protocols in its new location. SCC reserves the right to dictate the specific materials used during the completion of the project.
