Renovation of a municipal facility in Fredericktown, Pennsylvania. Completed plans call for the renovation of a municipal facility.

The scope of renovations will include, but not be limited to, interior demolition of existing equipment and miscellaneous items in the garage space, new concrete floor topping, new interior walls, doors, door frames and hardware, new drywall and ACT ceilings, new floor finishes, new restrooms, new building systems that include new electrical service, panels, lighting and power items, new plumbing water lines, piping and equipment for new plumbing fixtures, new HVAC systems and associated ductwork and diffusers. Exterior work to include a new wood trussed sloped roof, including roofing insulation, decking and shingles, new exterior veneer materials including veneer stone, siding and trim, new exterior windows and doors. Exterior scope to also include construction of a new entrance porch, concrete porch floor, new concrete sidewalks and landscaping. Each bid shall be accompanied by a bid guaranty, which shall not be less than ten percent (10%) of the total amount of the bid. The form of the guaranty shall be in accordance with the type permitted under the contract documents. SBE, MBE, WBE and Section 3 businesses are encouraged to bid. Standard contract provisions of the U.S. Department of HUD Act of 1968, as amended, and the U.S. Department of Labor for CDBG apply to this project, including Federal Prevailing Wage Rates, Civil Rights, EO 11246, EO 11625, Affirmative Action, Section 3 Requirements, Federal Public Works, Section 504 of the Rehabilitation Act of 1973, together with all Standard Provisions of CDBG Programs. Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap. The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low and very low-income persons, particularly persons who are recipients of HUD assistance for housing. The Redevelopment Authority of the County of Washington reserves the right to reject any or all bids or to waive any informalities in the bidding. In no event will the Redevelopment Authority of the County of Washington consider a Contractor as eligible if he cannot initiate the work under the contract within 14 days of the contract execution and proceed to the successful completion of the work within 200 consecutive calendar days of the Notice to Proceed.
