**As of December 26, 2023, project was awarded to ASAP Fence and Gates, LLC and KMG Fence, LLC but awarded amount is not available.** The Contractor Shall Provide All Labor, Materials, Equipment, and Supervision Necessary to Provide and Install Fencing, Gates, and Related Equipment, as Specified in Work Orders Issued by a City Representative, and in Accordance With the Procedures and Materials Specified Herein. the Contractor Must Have the Capability to Service Multiple Locations Within the City Limits, at Any Given Time. It is the Intent of the City to Award a Contract for a Three (3) Year Term to Begin Upon Approval and Execution by the City. The Contract May, by Mutual Assent of the Parties, Be Renewed for Two (2) Additional Twelve (12) Month Periods or Portions Thereof, Up to a Cumulative Total of Sixty (60) Months. The Timeline Section of This Solicitation Contains the Scheduled Calendar of Events With Important Dates and Times for This Solicitation. Dates and Times Are Subject to Change by the City's Chief Procurement Officer (Cpo) or Designee, at Their Sole Discretion. If the Procurement and Contracts Division Determines That It is Necessary to Change These Dates or Times Prior to the Solicitation Due Date, the Change Will Be Announced via an Addendum. Scope of Work The Contractor Shall Provide All Labor, Materials, Equipment, and Supervision Necessary to Provide and Install Fencing, Gates, and Related Equipment as Specified in Work Orders Issued by the City's Facilities Management Representative, and in Accordance With the Procedures and Materials Specified Herein. the Contractor Must Have the Capability to Service Multiple Locations Within the City Limits at Any Given Time. The Work to Be Performed Will Vary in Different Situations, and It Will Include, but is Not Limited to: A. Removal of Existing 4 Ft., 6 Ft., 8 Ft., and 10 Ft. High Fences and Disposal in a Legal Manner. B. Excavate and Provide Concrete Footings (2,500 Psi), for All Posts, 3 Inch Slump, 2 Inches Above Grade, and in Accordance With the Specifications Below. C. Anchor All Framework Posts (4', 6', 8', and 10 Ft. Etc.) Firmly in the Concrete Footings. These Will Include End Posts, Pull Posts, Line Posts, All Gate Posts, Etc. The Distance Between Posts Will Be Specified in the Work Order. D. Provide and Install Other Framing Members as Called for in the Work Order, Such as Horizontal Rails, Brace Rails, Top Rails, Center and Bottom Rails, in Accordance With Ansi F-567 Standards. E. Provide and Install Accessories Whenever Required (in Work Order), Such as Stretcher Bars, Tension and Tie Wires, Post Tops, and Barbed Wire. F. Provide and Install Chain Link Fabric (Approved by Chain Link Manufacturers Association) in Accordance With the Manufacturer's Instructions. Fabric Shall Be Galvanized Steel, 9 Gauge, 2" Woven Mesh, and May Require Polyvinyl Chloride (Pvc) Coating in Many Instances. Lengths of Fences and Fabric Will Vary Per Work Order. G. Provide and Install All Gates and Gate Hardware Such as Leaves, Hinges, Latches, Drop Rods, Locking Devices, Keepers, Etc. Gates May Be Singlewide or Doublewide, Heights May Be Between 4 Ft. To 10 Ft., and Width Between 3 Ft. To 12 Ft. H. the Fence Work May Be to Repair Existing Fence That Has Been Damaged, or, to Install New Fence Where Needed. Work May Be Performed at Any City Owned Facility (Recreation Centers, Parks, Fire Departments, Community Centers, Etc.) That Requires Fences. I. in Addition, Temporary Fences of 11 1/2 Gauge Steel, 6 Ft. High, May Be Required in Some Locations With Drive Posts in Ground or by Way of Prefabricated Panels With Supports. J. Standard Security Barbed Wires (Galvanized, 12 to 14 Gauge, 2 Strand or 3 Strand) May Be Required at Times, Above the Fence, for Security Purpose. K. at Times, the Work Order May Also Call for Installing Windscreens on the 6', 8', 10' Fences, Hemmed and Grommeted. L. Vinyl Slats May Be Called for at Times, to Be Included With the 4', 6', 8', and 10' Fences. M. if the Fence Work is in Close Proximity to City Streets, the Contractor Shall Provide Barricades and Other Traffic Control Devices as Required by the Manual on Uniform Traffic Control Devices for Streets and Highways. (Mutcd). N. All Material and Installation Shall Conform to the Most Recent Florida Department of Transportation (Fdot) and American Society for Testing and Materials (Astm) Standards Sections Such as Sections 450, 451 and 452. Specification References A. American National Standards Institute (Ansi)/astm A123 - Zinc (Hot Galvanized) Coatings of Products Fabricated From Rolled, Pressed, and Forged Steel Shapes, Plates, Bars and Strips. B. Ansi/astm B429 - Aluminum-alloy Extruded Structural Pipe and Tube. C. Ansi/astm F567 - Installation of Chain-link Fence. D. Astm F1043 1a + 1c, Astm F1043 1a + 1c - Pipe, Steel, Black and Hot-dipped Zinc-coated (Galvanized) Welded and Seamless, for Ordinary Uses. E. Astm A428 - Weight of Coating on Aluminium-coated Iron or Steel Articles. F. Astm A585 - Aluminium Coated Steel Barbed Wire. G. Astm C94 - Ready-mixed Concrete. H. Federal Specification (Fs) Rr-f-191 - Fencing, Wire and Post, Metal. Quality Assurance A. Manufacturer: Company Specializing in Commercial Quality Chain Link Fencing, With at Least Two (2) Years Experience. B. Installation: Ansi/astm F567. Special Work Submittals After Award of Contract Special Work Orders May Require the Contractor to Provide Plans for the Layout, Grid, Spacing of Components, Accessories, Fittings Hardware, Anchorages, and Manufacturer's Installation Instructions, When Requested by the City's Facilities Management Representative. 2.0 Product Specifications Acceptable Manufacturers All Manufacturers Listed as Current "Active Members" of the Chain Link Manufacturers Institute. Materials A. Framework: Astm F1043 Schedule 40 Steel, Standard Weight, Welded Joints Permitted. Size and Weight as Specified in Section 2.04 of This Specification. B. Framework: Pvc Coated, Astm F1043; Ss-40 Pipe, Standard Weight, Welded Joints Permitted. Apply Two Coats of Paint to Match Standard Fabric Colors. C. Framework: Painted, Astm F1043, Schedule 40 Steel, Standard Weight, Welded Joints Permitted. Prime With Ospho and Apply Two Coats of Paint to Match Standard Colors. D. Fabric: Galvanized, Zinc-coated Steel Chain Link Fence Fabric Per Astm-a-392. E. Fabric: Polyvinyl Chloride (Pvc) Coated Steel Chain Link Fencing Per Astmf-668. Concrete Mix Concrete: Astm C94; Normal Sulphate Resisting Portland Cement; 2,500 Minimum Psi at 28 Days; 3 Inch Slump; 1/2 Inch Sized Aggregate. Framing Materials Framing Members Type I Round Size/in. Standard Material Utilized: Standard Industrial 2" Mesh, 9-gauge, 0.148-diameter. B. Pvc Coated Galvanized Steel: Steel Wire, Astm a-641, Tensile Strength of 75,000 Psi, Galvanized (0.30 Oz./sq.ft.) and Coated by the Method Specified on the Work Order. Coating Class I - Extruded Pvc Coated 15 Mils Minimum. Standard Material Utilized: Standard Industrial Class 1, 2" Mesh, 9 Gauge(Unfinished),0.148-diameter Wire. C. Colors Available: Forest Green, Black, and Brown. Color of Fabric, Gates and Posts Will Be Specified on the Work Order. Gates - Manual Operation A. Fabrication: Assemble Gate Frames by Welding Connections. Use the Same Fabric as for Fence, Unless Otherwise Specified. Install Fabric Tie Wires at Top and Bottom. 1. Over 8' High and 10' Wide Provide Horizontal and Vertical Members to Ensure Proper Gate Operation and for Attachment of Fabric, Hardware and Accessories. 2. Bracing: Provide Diagonal Cross Bracing Consisting of 3/8" Diameter Adjustable Truss Rods on Gates Where Four-sided Tension Rods Are Not Used. Provide Frame Rigidity Without Sag or Twist. B. Gate Hardware: Galvanize Per Astm a-153 (Each Gate) 1. Hinges: Pressed Steel or Malleable Iron to Suit Gate Size, Non-lift Off Type, Offset to Permit 180 Degree Gate Opening. Provide Hinges Per Leaf, 1-1/2 Pair Over 6' Height. 2. Latch: Forked Type to Permit Operation From Either Side of Gate. Provide Padlock Eye as Integral Part of the Latch. 3. Keeper: Provide Keeper for Gates, Which Automatically Engages the Gate Leaf and Holds It in the Open Position Until Manually Released. 4. Double Gates: Provide Drop Rod to Hold Inactive Leaf. Provide Pipe to Engage the Center Drop Rod. Provide Locking Device and Padlock Eyes as Integral Part of the Latch, Requiring One Padlock for Locking Both Gate Leaves. Accessories A. Galvanize to Comply With Astm-a153 (Except Tie Wires and Barbwire) Plus Finish to Match Framing. B. Tension and Tie Wire: 1. Tension Wire, Use 7 Gauge Galvanized Wire on Bottom of Fabric and Top Where Specified. 2. Fabric to Line Posts, Rails and Braces, Use 9-gauge Aluminum. 3. Fabric to Tension Wire, Use 11 Gauge Hog Rings. C. Post Tops: Pressed Steel, or Malleable Iron, Designed as a Drive Fit, Weathertight Closure Cap on Tubular Posts. Where Top Rail is Used, Provide Tops to Permit Passage of the Top Rail. D. Stretcher Bars: One-piece Lengths to Full Height of Fabric With a Minimum Cross Section of 3/16" X 3/4" or Equivalent Fiberglass Rod. Provide Stretcher Bars for Each Gate, End, Corner and Pull Post. 1. Stretcher Bar Bands and Clips: Heavy Pressed Steel or Malleable Iron. E. Barbed Wire Supporting Arms: Pressed Steel, Complete With Provision for Anchoring to End, Corner and Pull Posts, and Provision for Attaching Three Rows of Barbed Wire to Each Arm. 1. Single Outward Projecting and Vertical Arms on Gates Integral With a Post Top Weather Cap. 2. Intermediate Arms Shall Have Provision for Passage of the Top Rail. Arms Shall Be Capable of Withstanding, Without Failure, 250 Pounds of Downward Pull at the Outermost End of the Arm. F. Galvanized Barb Wire: Astm a-121, Double Strand 12 1/2 Gauge Wire With 14 Gauge, 4-point Barbs Galvanized Astm a-121, 0.80 Oz/sq.ft. Wind Screens Optional Item. Shall Be High Quality Vinyl or Cloth Based Wind Screens, to Go With the 9 Gauge, 2" Mesh Wire and With "Sewed in", Hemmed Grommets, and Reinforced Stitching to Provide Extra Strength and Weather Resistance. Windscreens May Be Used as Options for the 6 Ft., 8 Ft., and 10 Ft. High Fences. Colors to Be Decided Later. Contractor is Responsible for Installing Windscreens Whenever Requested. Vinyl Slats Optional Item. Privacy Vinyl Slats to Go With 9 Gauge, 2" Mesh Wire. Vinyl Shall Be Core Fused and Bonded ,and Self Locking. Contractor Responsible for Installing the Slats Whenever Requested. 3.0 Execution Installation A. Install Framework, Fabric, Accessories, and Gates in Accordance With Ansi/astm F-567. B. Provide Fence of Height and Length Indicated in the Work Order. C. Space Line Posts at Intervals Not Exceeding 10 Feet. D. Set Terminal Gate and Other Posts Plumb, in Concrete Footings, With Top of Footing 2 Inches Above Finish Grade. Slope Top of Concrete for Water Runoff. Excavation Depth as Required by Ansi/astm F-567. E. Provide Top Rail Through Line Post Tops, and Splice With 7-inch Long Rail Sleeves. F. Brace Each Gate and Corner Post Back to Adjacent Line Post With Horizontal Center Brace Rail and Diagonal Truss Rods. Install Brace Rail One Bay From End and Gate Posts. G. Install Center and Bottom Brace Rail on Corner and Gate Leaves. H. Stretch Fabric Between Terminal Posts or at Intervals of 100 Feet Maximum, Whichever is Less. I. Position Bottom of Fabric 2 Inches Above Finished Grade. J. Fasten Fabric to Top Rail, Line Posts, Braces, and Bottom Tension Wire With Wire Ties Maximum 15 Inches on Center. K. Attach Fabric to End, Corner, and Gate Posts With Tension Bars and Tension Bar Clips. L. Install Bottom Tension Wire Stretched Taut Between Terminal Posts. M. Install Barbed Wire Support Arms Sloped Inward or Outward, as Specified, and Attach Barbed Wire; Tension and Secure. N. Install Gates With Fabric and Barbed Wire Overhang to Match Fence. Install Three Hinges Per Leaf, Latch, Catches, Drop Bolt, Foot Bolts and Sockets, Torsion Spring Retainer, and Locking Clamp. O. Provide Concrete Center Drop to Foundation Depth and Drop Rod Retainers at Center of Double Gate Openings. Field Inspection and Quality Control the City's Facilities Management Representative Shall Have Access to the Work at All Times. the Project Manager Shall Have the Authority to Reject Work Which Does Not Meet the Requirements Specified Herein. Use Premises During the Progress of the Specified Work, the Contractor Shall Keep the Premises Free From Accumulation of Waste Materials, Rubbish, and Other Debris Resulting From the Work. at the Completion of the Work, the Contractor Shall Remove All Waste Materials, Rubbish, and Debris From, and About the Premises as Well as All Tools, Appliances, Construction Equipment, and Machinery, and Surplus Materials, and Leave the Site Clean and Ready for Occupancy by the City of Orlando. the Contractor Shall Restore to Their Original Condition Those Portions of the Site Not Designated for Alteration by the Contract Documents. The Contractor Shall Be Solely and Completely Responsible for Initiating, Maintaining and Supervising All Safety Precautions and Programs in Connection With the Work. the Contractor Shall Take All Necessary Precautions for the Safety of, and Shall Provide the Necessary Protection to Prevent Damage, Injury or Loss to: A. All Employees on the Work Site and Other Persons Including, but Not Limited to, the General Public Who May Be Affected Thereby. B. All the Work and All Materials or Equipment to Be Incorporated Therein, Whether in Storage on or Off the Site, and Other Property at the Site, Adjacent Thereto, or Utilized by the Contractor Including but Not Limited to Trees, Shrubs, Lawns Walks, Pavements, Roadways, Structures, Underground Facilities, and Utilities Not Designated for Removal, Relocation or Replacement in the Course of Construction Regardless of Whether or Not Such Other Property is Indicated in the Contract Documents.
