The City of Tarrant ("the City") is requesting Statement of Qualifications (SOQs) from Engineering Firms with a strong record of providing On-Call Civil Engineering services. On-call civil engineering services may include providing site plan reviews to assure that projects meet site planning and zoning requirements; traffic engineering review; facilitating pavement projects; providing land surveying services; providing engineering analyses and recommendations for existing drainage issues; and providing GIS services, and overseeing the bid process for public works and competitive bid laws. Responding firms should be qualified to provide general engineering services for an assortment of projects pertaining, but not limited to streets and roadways, sidewalks, stormwater drainage, flood mitigation, parks, and provide CE&I services for those projects. In addition, responding firms should also have experience working with ALDOT, Jefferson County, and economic development agencies. This procurement may include projects funded in whole or in part through local, state, or federal sources such as Alabama Department of Transportation (ALDOT), the U.S. Dept. of Transportation, U.S. Housing & Urban Development (HUD), Federal Emergency Management Agency, (FEMA), U.S. Dept. of Homeland Security (DHS), Economic Development Administration (EDA), United States Department of Agriculture (USDA), American Rescue Plan Act (ARPA), Bipartisan Infrastructure Law (BIL), and/or any other federally funded project in compliance with 24 CFR 570.489(g); therefore, the selected firm should be experienced in the management of projects utilizing all levels of public funding. Information which should be submitted for our evaluation is as follows: History of firm and resources (20 points); Experience in the delivery of successful On-Call Civil Engineering services with similarly sized municipalities (20 points); Key personnel/qualifications (20 points); Capacity to perform proposed services (10 points); Experience managing state/federal projects (10 points); Knowledge of local issues in the City of Tarrant and surrounding regions (10 points); References (5 points); and rate of charge the Firm will charge the City for services rendered (5 points). A selection committee will be formed to evaluate participating Firms and make a recommendation of award to the Mayor and City Council. Firm evaluation will be based on a one-step process consisting of each participating Firm's written SOQ. The City also abides by the following laws as they pertain to HUD Assisted Projects: Title VI of the Civil Rights Act of 1964; Section 109 of the HCD Act of 1974, Title 1; Title VII of the Civil Rights Act of 1968 (Fair Housing Act); Section 104(b)(2) of the Housing and Community Development Act of 1974; Section 504 of the Rehabilitation Act of 1973 as amended; Title II of the Americans with Disabilities Act of 1990 (ADA); and the Architectural Barriers Act of 1968.
