This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05 effective 09/22/2023. The scope of this work is to perform an duct for all supply and return ductwork at the Ralph H. Johnson Veterans Affairs Medical Center (RHJ VAMC) as outlined in Attachment A, "General Requirements." In addition to annually inspecting all ductwork, the contractor will clean critical areas annually specifically outlined in Attachment A, "General Requirements." The contractor will provide the Contracting Officer's Representative (COR) an annual report detailing all duct work inspected and areas cleaned listed in Attachment A, "General Requirements." Furthermore, the contractor will clean other duct work as needed based on the contractor's report and determined from the COR. Other duct work areas are listed in Attachment A, "General Requirements." It is estimated 30% of all other ductwork may be cleaned per calendar year based on the contractor's annual report. The RHJ VAMC is approximately 550,000 square feet with approximately 8-10% of Linear Feet (LF) of ductwork per square foot of space. The contractor will furnish all labor, transportation, parts, test equipment, tools, and expertise necessary to complete this and cleaning. The work shall include providing supervision, materials, tools, labor, and as needed for a complete, finished, and aesthetically pleasing job, as required. Impacts to the Medical Center from this work shall be mitigated by the contractor at no additional cost to the government. All questions shall be submitted by October 16, 2023 by 12:00 PM EDT.
