Site work for a water / sewer project in Lake Park, Florida. Completed plans call for site work for a water / sewer project.

**As of January 11, 2024 this project has been awarded to D.S. Eakins Construction Corporation for $ 5,621,838.74.** The OWNER for the Project is the Town of Lake Park. The ENGINEER for the Project is Water Resources Management Associates, Inc. The Project Objective is described as follows: Storm-water modeling has indicated that the Town's southern storm-water collection system is under significant loading during moderate to high intensity storm events and can potentially produce surcharge flooding up-stream from the southern outfall discharge. The proposed solution, "subsurface storm chambers" will provide a storm-water detention facility which will be directly adjacent to the upstream end of the southern outfall. The proposed subsurface storm chambers will provide: 1) Flood relief by detaining and infiltrating a portion of the flow contributed to the Southern Outfall. 2) Provide water quality treatment to the detained pollutant-laden storm-water runoff, that will eventually reach the ecologically sensitive Intracoastal Waterway; and 3) Preserve the existing greenspace and thereby land use of the property as a recreational park area with athletic fields. The Project Scope is described as follows: The Bert Bostrom Green Infrastructure project consists of the reconfiguring of the existing underground storm-water piping network to accommodate the natural flow of storm-water into new underground storm-water storage chambers, "StormTech Chambers". The chambers will provide temporary storage before gradually releasing the water-flow out to the existing southern outfall piping system. In addition to the new storm-water piping system and storage chambers, the project includes pavement resurfacing of disturbed areas, a reconstruction of the athletic sports fields including irrigation and sodding, which will be constructed over the top of the storage chambers; and finally, the project includes ground landscape work at various side-street locations of the project. The project is partially funded with a Federal Grant managed by Florida Commerce. As such, bidders are advised that there will be additional documentation requirements and obligations required of the winning bidder. Bidders are encouraged to review and be familiar with Code of Federal Regulations (CFR) with particular attention to the Federal Procurement Regulations under 2 CFR 200.318 through 200.237, including Appendix II to 2 CFR Part 200. The Bert Bostrom Green Infrastructure project is a complex storm-water project that will provide vital storm-water management and flood relief to almost fifty percent of the Town's surface area. Questions, and all responses will be provided to all bid holders. Immediately following the pre-bid conference meeting, all interested firms will have an opportunity to inspect the site and familiarize themselves with the requirements in order to ensure all items affecting project costs are reviewed and considered. No Bids may be withdrawn for a period of ninety (90) days after the scheduled closing date for the receipt of bids. The cost of Bid preparation is considered an operational cost of Bidders and shall not be passed on or borne by the Owner. For bid proposal pricing exceeding one hundred thousand dollars ($100,000.00) a Bid Bond in a sum not less than five percent (5%) of the amount of the bid, made payable to the Town of Lake Park, shall accompany each Bid as a guarantee that the bidder will not withdraw from the competition after the opening of Bids. A digital copy of the signed and sealed Bid Bond shall be included with required bid documents as submitted via online portal. The original Bid Bond document shall be available should the town request said document. The sureties for the Bid Bond and Public Construction Bond must be an entity included in the most recent United States Department of Treasury list of acceptable sureties and be authorized to issue surety bonds in Florida. Bid Security shall be in a single acceptable instrument. The Successful Bidder, who is awarded the contract, will be required to furnish a Public Construction Bond in full contract amount in accordance with Florida Statutes 255.05, as amended, and to submit a Certificate of Insurance demonstrating conformance with the Contract Documents. Failing to do so may result in the Owner retaining the Bid Security as agreed upon liquidated damages. Bids shall be prepared, addressed and submitted in compliance with detailed instructions as set forth in the Instructions to Bidders The Town of Lake Park reserves the right to reject any or all Bids in whole or in part, with or without cause, to waive irregularities, variances, deviations, technical errors and informalities to the extent permitted by law, or to accept the Bid which in its judgment best serves the public interest.
