Clinton County Parks and Green Space Comprehensive Parks Master Plan and the 2025-2029 Five-Year Park, Recreation and Open Space Plan It is the intention of Clinton County Parks and Green Space (hereinafter shall be referred to as "the County") to accept proposals for updating the Parks and Green Space Master Plan and 2025-2029 Five-Year Park, Recreation and Open Space Plan detailed in this proposal. These two documents will remain as separate documents. Recipients of the Request for the Proposal (hereinafter shall be referred to as "Consultant"). Any deviations or exceptions to the County's requirements are to be clearly noted in the Consultant 's response. Incomplete proposals, or proposals which do not comply with the County's stated requirements, may be eliminated from the purchase decision at the County's discretion. The County shall incur no obligation or liability whatsoever to anyone by reason of issuance of the RFP or action by anyone relative thereto. Consultant, by submitting its proposal, agrees that any/all costs incurred by the Consultant in responding to this RFP, or in support of activities associated with this RFP, shall be borne by consultant and shall not be billed to the County. Each Consultant must submit their intent to bid by October 20, 2023, by 5:00pm. Each Consultant has an obligation to ask any questions and/or clarify any issue, which they do not fully understand, or which may be interpreted in more than one way. The County will make every attempt to answer all questions from each Consultant. Questions are to be submitted in writing via email to: Kyle Thornton, Parks and Green Space Coordinator Email: thorntonk@clinton-county.org Subject Line: Clinton County Parks - RFP Intent to Bid Consultant has an obligation to explain and clarify any and all conditions imposed on or included in their responses to this RFP. Proposals may be modified after submission by withdrawal in writing and resubmission prior to the stated due date. Modifications offered in any other manner will not be considered. It will be the responsibility of the Consultant that the proposal submitted is received in a timely and proper manner. Upon evaluation of the proposals, the County will notify the Consultants who submit proposals as to the status of the County's selection of a Consultant. The County reserves the right to accept, reject, or negotiate any or all bids, to waive or not waive informalities or irregularities in bids or bidding procedures and to accept any bid determined by the County to be in the best interest of the County, whether a bid is lowest or not. A final selection by the County is expected to be made no later than December 31, 2023. The method of Contractor Selection has not been Determined at this time.
