No bidder may withdraw its bid within ninety (90) days after the opening; the County reserves the right to waive irregularities, reject any or all bids, and conduct necessary investigations to determine bidder responsibility. This project will be funded by the Water Supply Revolving Loan Account Program as administered by the Ohio Environmental Protection Agency and the Ohio Water Development Authority.
