The construction project consists of the reconstruction of Fishinger Road from Riverside Drive to west of Mountview Road. Work will include constructing new asphalt pavement, installing sidewalk and curb and gutter, upgrading street lighting and traffic signals, and improving signage for vehicle/bicycle shared use along the corridor in Upper Arlington with a project length of approximately 1.0 mile. The Fishinger Road Phase II project includes constructing new asphalt pavement, installing sidewalk and
curb and gutter, upgrading street lighting and traffic signals, replacing waterline and improving signage
for vehicle/bicycle shared use along the corridor in Upper Arlington with a project length of approximately
1.0 mile. The construction project, which is partially funded by MORPC Attributable Funds, was awarded
in November 2023, with an anticipated start date for the water line installation in December 2023 or
January 2024. The waterline installation is not reimbursable through MORPC, with the primary inspection
services for this portion of the project to be supplied by City of Upper Arlington staff. The intent is to
award this contract for engineering services prior to the reimbursable work beginning.
The services include, construction engineering, inspection and administration for the reconstruction of
Fishinger Road from Riverside Drive to west of Mountview Road.
The Consultant will work under the immediate supervision of the LPA Person in Responsible Charge.
The project will involve Construction Engineering, Construction Inspection, Construction Administration,
material testing and ensuring construction work performed meets plan and specification intent. The
Consultant will coordinate inspection of the project in all phases, provide testing of materials and provide
all necessary documents to ensure that work performed by the Contractor is in compliance with the plans
and specifications, and all State and Federal specifications. The Consultant will perform construction
inspection, material testing, correlate and analyze field data, coordinate with the Contractor, utility
companies, design engineer (as needed) and the City of Upper Arlington, interpret contract provisions,
review shop drawings, plans, records and reports, prepare change orders and time extensions as
necessary, review, approve and track construction schedules, work items and quantities, review and
concur on invoices, prepare and submit all required ODOT LPA forms, assist with dispute resolution,
conduct progress meetings, assist the City Engineer with public communication, prepare meeting minutes
and other related duties to ensure successful construction of the project through final punch-list and
closing out the project.
