The Newark Housing Authority is accepting sealed bids to furnish all labor, materials, equipment and services necessary for vacant and occupied apartment units to be rehabilitated to safe and sanitary condition, ready for occupancy via an Indefinite Delivery / Indefinite Quantity (ID/IQ) procurement. The contract term shall be for two (2) years with an option to extend for one (1) year term at the sole discretion of the Newark Housing Authority. Interested firms must have at least three (3) years' experience with renovations of apartment units, and will have the capacity to perform the full spectrum of apartment turnover work including but not limited to: general construction, painting, carpentry, cleaning, plumbing, mechanical, and electrical, etc. The firm must be familiar with current applicable code requirements and secure all necessary permits and licenses for scope of work. All bids must be accompanied by a negotiable Bid Guarantee payable to the Newark Housing Authority. The bid guarantee may be a certified check, bank draft or a satisfactory Bid Bond secured by a Surety Company acceptable to the U.S. Government and authorized to do business in the State of New Jersey. The guarantee shall be in the amount of 5% of the total bid amount not to exceed $20,000. Consent of Surety must accompany the Bid Guarantee. Failure to submit a 5% Bid Guarantee and a Consent of Surety for the full amount of the bid shall result in the rejection of the bid. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (P.L. 1975 c 127 Affirmative Action). This solicitation is subject to the provisions of N.J.S.A. 40A:11-1 et seq. and 2 CFR 200 et seq. These bids are being solicited through a Fair and Open Process following N.J.S.A. 19:44A-20.4 et seq. The Housing Authority of the City of Newark reserves the right to reject any or all Bids or to waive any informality in the Bidding. The N.H.A. also reserves the right to award all or a portion of the award to one (1) or more responsible responsive Bidders. No Bid shall be withdrawn for ninety (90) days after the opening of the Bids without the consent of the Housing Authority of the City of Newark.
