Demolition and site work for a mixed-use development in Muscatine, Iowa. Completed plans call for the demolition of a residential development; for site work for a residential development; and sidewalk / parking lot.

The City of Muscatine is currently accepting proposals from qualified firms or individuals for the removal of the structure at 1522 Grand Ave, including the abandonment of utilities and removal of the building foundation to two feet below existing grade. The objective of this project is to remove the remnants of a single-family home that was abandoned. The 1,056 square foot single-family, one- story ranch residential structure constructed on a concrete cinder block basement foundation in 1961 along with 483 square foot attached frame garage, located at 1522 Grand Ave, has been deemed dilapidated and abandoned. The City of Muscatine desires to remove the abandoned structure along with the garage, the concrete drive way, sidewalk to driveway along with front and rear concrete steps, rail road ties, sidewalk in back going to alley, two clothesline posts, all concrete slabs around the structure, two concrete areas in yard, air conditioning unit, two (2) cargo containers, and any other remaining debris. Per City Code Section 8-2-4 the condition of the site where any building has been let demolished shall be left in a clean, presentable, and safe condition with the cellar, if any, of the old building property filled in and graded so as not to permit accumulation of surface water or discharge to the detriment of adjoining property. The sanitary sewer shall be cut off and plugged with concrete at the property line. Services shall be abandoned at the ROW line unless the material is bituminous fiber pipe (orangeberg), clay, or in a state of disrepair. In the case of the previously stated instances the sewer service shall be abandoned at the sewer main. All utilities shall be property shut off at the main or in accordance with rules and regulations of the particular utility. Street patches shall not be smaller than 6ft by 6ft and shall not create an adjoining panel of a size lass than 6ft by 6ft. PCC patches shall be 8" thick on 6" modified subbase and HMA patches shall be 10" think on 6" modified subbase in ordinance to per City Code 3- 2-11(C) The slope if necessary, needs to match the adjacent property as close as possible, but shall not be greater than 3H:1V. All buried drainage pipes, including roof drains, shall be removed as part of the demolition. The property shall be seeded with straw covering and the parcel return to a state in which it can be redeveloped. All contents and building materials associated with the structure shall become property of the contractor and shall be removed from the site. All interested bidders can visit the site to view the building in its current condition, but the city does not certify the structural integrity of the building. SCOPE OF SERVICES This Scope of Services is intended to provide a basis for the selection of a provider and to generally describe services to be offered by the provider. The following topics should be addressed in your proposal along with any other areas that are deemed applicable: * Provide the methods you will use to deconstruct the building and upper portion of the foundation and where it is to be disposed of. Clean concrete can be dumped at the City's yard on Washington Street. * Provide the methods you will use to remove material from the site. * Provide a list of requirements that you will need from the city, if any. * Provide the lump sum fee you will require from the city for this work. You as the Contractor are responsible for all transfer fees, disposal charges, and any other charges/fees occurred related to this demolition. * Provide the length of time this demolition will take. It is anticipated that the contract will be awarded at the November 16, 2023 City Council meeting and that work shall commence on the project immediately with a schedule developed by the City and successful bidder. Coordination between the successful bidder and the city will be necessary before beginning the removal of the building.
