Clean Water Services (District) wishes to purchase polymer products under a one-year contract that includes an option to renew for up to two additional one-year periods. The polymer will be used at District's wastewater treatment facilities primarily to dewater a mix of anaerobically digested primary, secondary and tertiary sludges via centrifuges. Additional products will be supplied by the selected vendors for thickening primary and secondary sludges (gravity belt thickeners and rotary drum thickeners) and liquids clarification of secondary effluent per the District's needs. The contract(s) awarded under this procurement will begin December 1, 2023. This is a multi-step Invitation to Bid (ITB) that involves bench and performance testing of vendor products to determine their ability to meet District specifications in the first step. In the second step, District will invite vendors with qualified products to submit a price bid for consideration. Interested vendors must submit products for performance testing at both of the District's treatment facilities, and they must be the manufacturer of the product or an authorized distributor. Only the vendors whose products have been performance tested and met District specifications will be invited to submit bids. District may award multiple contracts under this procurement. First Step - Bench, Optimization and Performance Testing. Vendors may bench test products. Testing is conducted in a laboratory environment with District-provided dewatering feed samples to help vendors decide which polymer products to submit for performance testing. The current vendor's products and any vendor products accepted for bid in the last bid cycle do not need to be bench tested and may move immediately to performance testing or, at vendor's request, optimization testing. District will provide vendors with the option to conduct two consecutive days of full-scale product optimization testing for up to two of their product(s) prior to performance testing of their product. Performance testing will occur the day after optimization testing is complete. Please contact Mike Gates to schedule optimization and performance testing. District will conduct performance testing at District's Durham and Rock Creek Facilities. Vendors may submit one emulsion polymer product for performance testing at each plant. Vendors must supply enough of each polymer product to run District's centrifuge for 16 hours. District will pay vendors $3.51 per active pound for the trial product supplies. Clean Water Services intends to award a primary contract to Polydyne Inc. and a backup contract to Solenis LLC for the purchase of Polymer Flocculent by seeking Board of Directors approval of the award on January 16, 2024.
