Skamania County (COUNTY) solicits interest from consulting firms with expertise in Civil and Transportation Engineering Design. This agreement will be for approximately twenty-four (24) months in duration with the option for the COUNTY to extend it for additional time and money if necessary. Consultants will be considered for the Washougal River Road project funded through the federal Surface Transportation Block Grant (STBG) and state Rural Arterial Program (RAP) funding. The COUNTY reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. The COUNTY requires the successful respondent to commence work immediately upon contract issuance and that the consultant(s) will diligently pursue implementation of the tasks. The COUNTY reserves the right to retain the services of the successful firm(s) for any subsequent phases (R/W, CN) associated with this project. Project Description The work to be performed by the CONSULTANT is within the preliminary engineering phase of this project. The project includes a section of Washougal River Road beginning at milepost 11.62 and ending at milepost 12.96. proposed improvements include widening the existing narrow roadway, and correcting deficiencies of the roadway structure, horizontal curves, and clear zone hazards. The primary tasks of the project are as follows: . Environmental permits . Surveying . Right-of-Way (R/W) Research, Determination of R/W Needs, and Plan Preparation . Construction Cost Estimate . Engineering Drafting / Design . General Special Provisions for Contracts . Plans and Contract (stamped by a professional engineer registered in the state of Washington) DBE Participation This project has a 14% percent DBE goal. The COUNTY encourages disadvantaged, small, minority, veteran, and women-owned consultant firms to respond to this RFQ. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: 1) Qualification of Proposed Project Manager 2) Qualifications / Expertise of Firm 3) Ability to meet schedule 4) Approach to plan 5) Familiarity with WSDOT, FHWA, and county standards 6) Past Performance / References 7) Approach to meet the DBE goal or SBE goal (DBE Participation Plan or SBE Plan) After the COUNTY reviews the submittals, consultant firms will be short-listed and invited to interview. The interview score will be based on the team's ability to demonstrate their combined experience, capabilities, and approach to completing the project. Final selection from the short-listed firms shall be made based upon combined results of the submittal and the "Live" interview scoring. The COUNTY is substituting Zoom or Teams meetings for In-Person meetings. Submittal Consultants are invited to submit their Statement of Qualifications at their own cost.
