COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation ("synopsitation" hereafter), which is expected to result in award of a Firm Fixed Price contract for a commercial service, i.e. Grease Hoods and Duct Cleaning, as described in the Performance Work Statement (attachment 1). The synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is conducted as a commercial service procurement using simplified acquisition proceedures, FAR Part 13. An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsitation; (2) that receives a rating of "Acceptable" on the Technical Capability evaluation factor; and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable. Proposal evaluation does not permit tradeoffs between price and non-price factors. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) the price fair and reasonableness of proposals received. Synopsitation Number: FA8601-24-R-0004 NAICS Code: 561790 Small Business Size Standard: $9 Million Set-Aside: Yes, 100% Total Small Business Set-Aside Synopsitation Closing Date: Proposals must be received not later than 1:00pm Eastern, 30 November 2023 Submit electronic proposals via e-mail to: micah.underwood@us.af.mil Any correspondence sent via e-mail must contain the subject line "Synopsitation FA8601-24-R-0004." The entire proposal must be contained in a single e-mail that does not exceed 15 megabytes including attachments, if any. E-mails with compressed files are not permitted. Note that e-mail filters at Wright-Patterson Air Force Base are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files). Therefore, if the specified subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson. If sending attachments with email, ensure only .pdf, .doc, .docx, .xls or .xlsx documents are sent. The email filter may delete any other form of attachments. Upon award, any provisions that were in the draft contract (including representations and certifications) will be removed from the award document. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-04. * Update 1- 10/30/23 to announce a Site Visit: We will be offering a site visit as an opportunity to see the facilities and equipment on Tuesday November 7th 2023 at 8:00 am. We will meet at the Hope Hotel (10823 Chidlaw Rd # A, Dayton, OH 45433) , inside the Conference Center Entrance adjacent to the rear parking lot (NOT the front lobby entrance). Please send the following information to micah.underwood@us.af.mil for each representative from your company that will be in attendance. The deadline to submit names is Friday November 3rd at 4:00pm. *Update 2 - 11/01/23 to post an Amendment to the Solicitation due to updates to Attachment 2 and Attachment 3 to add an evaluation factor for credentials listed in paragraph 1.1 of the PWS. *Update 3- 11/02/23 Answeres to Questions asked so far have been added as an attachment titled "Questions and Answers 1- Grease Hoods and Duct Cleaning" *Update 4- 11/17/23 Answers to Questions posed after the Site Visit have been added as an attachment titled "Questions and Answers 2- Grease Hoods and Duct Cleaning" The deadline for questions is 21 Nov 23. Remember to ensure that your SAM registration is current and active or offers can not be accepted. *Update 5- 11/27/23- A third Q&A attachement has been uploaded. The deadline for questions has now passed. *Update 6- 11/29/23- The submission deadline for proposals has been extended to 1:00pm Eastern, 06 December 2023.
