Omaha Tribe: Water Treatment Plant Indian Health Service (IHS) and the Omaha Tribe Utilities Department (OTUD, Owner), the tribally designated public work entity for the Omaha Tribe of Nebraska, are jointly seeking a bid to construct a new water treatment plant. The project site is located in Macy, Nebraska, Thurston County. The site is on trust land in the Omaha Tribe of Nebraska. OTUD currently operates a potable water treatment plant and distribution system, serving rural residents and the Village of Macy, Nebraska on the Omaha Reservation. The existing water plant produces approximately 420,000 gallons per day (gpd). Two groundwater wells convey raw water to the treatment plant, which will be rehabilitated under different bids. Treated water gravity flows to a partially buried 75,000-gallon concrete clearwell. Two 75-hp pumps send water to a 150,000-gallon elevated water tower for distribution. The proposed project scope of work (SOW) includes the following: a) Decommissioning of Existing Aeralater filtration system: Major components of this SOW include abandoning the existing water treatment building and an existing ground storage tank and decommissioning the existing Aeralater filtration system. b) Construction of a New Water Treatment System and Building: Major components of this SOW include the construction of a new water treatment building and the installation of a two-phase iron/manganese removal filtration system (Phase 1) plus Tonka water filtration systems (Phase 2), a new high service pump station, a new underground storage tank, SCADA monitoring and control system, and all mechanical, electrical, water and sanitary sewer systems. c) SCADA System Installation, Startup, and Training: Major components of this SOW include upgrading the existing SCADA system, adding the lightning protection devices at the new water treatment plant building, upgrading the sites that have Metron Farnier meters that use cell-phone-based cloud technology, providing the PLC logic design and manual, PLC connection and remote troubleshooting, and coordinating with the Omaha Tribal Utility Department (OTUD) operation staff for the SCADA system installation, start-up, and training. d) Electrical System Upgrade: Major components of this SOW include upgrading the existing electrical system based on the assumption that the Owner will replace the existing transformer, relocating the existing power generator to supply the power to the water treatment system, high-service pump station and lighting for the SCADA room, the open area around the filtration system and high-service pump station, chlorine gas room and HMO room, and 800-Amp electrical bus size in case the Owner wanted to add solar system to the facility in the future.
