Renovation of an educational facility in Louisville, Kentucky. Completed plans call for the renovation of a educational facility.
The University of Louisville Procurement Services, on behalf of the Physical Plant Department, (PPD) is requesting bids from a qualified contractor for a Two-Phase project to construct a new switchgear building and to replace the existing medium voltage switchgear located in Grawemeyer Hall. The gear is approximately 55 years of age and beyond its useful life. This equipment serves as a major junction in the underground distribution network of the campus. Failure of this equipment would result in the loss of power to several buildings and the inability to utilize emergency LG&E services to the campus. Grawemeyer Hall and the Oval lawn is a highly publicized building and area of the University of Louisville Campus. The prestige of this building and surrounding area requires the utmost attention to detail before, during, and after construction is complete. As noted on the logistics plan; Grawemeyer Hall Parking area must be available for use by the occupants of Grawemeyer Hall and Surrounding buildings. Cover work-in-place for accessibility. A 48-hour notice is required from Belknap Work Control for work within the Grawemeyer Hall parking area that would restrict or prohibit parking. Phase One o Construction of a new building to install the switchgear in. This building will be climate controlled which will increase the life of the equipment because the equipment will not be exposed to weather conditions. Provide a cubic yard rate for over excavation and backfill of unsuitable soils and materials at location of the new building o Electrical Duct Bank Installation. Phase Two o Installation of new Switchgear in the newly constructed switchgear building. o Add Alternate #1 shall be completed in two phases. Duct Bank to be constructed in Phase One. Associated Electrical work to be completed in Phase Two o Alternate #1 as shown on sheet E3.1, E4.0- See Tag note #19 and all related Electrical sheets for additional information. o All work associated with the rework of the LG&E Algonquin Service includes removal and reconstruction or restoration of all asphalt, brick pavers, curbing, sidewalks, landscaping, and lawn areas. If add alternate is accepted, a KYTC encroachment permit will be required for any utility work in the 3rd street state highway right-of-way. (A KYTC Permit Application with owners' information will be provided to the awarded contractor) If Add Alternate is accepted, a MSD plan submission and permits are required. The Contractor awarded the bid shall be responsible for installing Silt Fence around the perimeter of the Job site as per MSD requirements, Permits and Notice of Construction. (A MSD applications with owners information will be provided to the awarded contractor). The base bid scope of work includes the replacement of the switchgear located below the steps of Grawemeyer Hall which does not meet the National Electric Code (NEC) requirements for egress which requires a minimum of (2) points of egress and the egress(s) should be unimpeded. The NEC also requires that the working space in front of the switchgear is 5' which is not obtainable in the current location. As a result of poor space constraints, egress issues and outage durations, a new building will be constructed to house the new switchgear. Contractor shall provide a project schedule with key milestones identified, power shutdown requirements, and completion dates. Contractor to coordinate any shutdown period with Physical Plant. The contractor is required to provide temp power using portable generators to the buildings affected by the shutdown. Vendors requesting clarifications to this Invitation to Bid may submit in writing questions for official response by the University. Questions should be sent via email to Evan Riddell at evan.riddell@louisville.edu no later than 2:00 PM, EST on November 8th, 2023. All questions received shall be addressed by the University via addenda and sent to all known recipients of the Invitation to Bid. Addenda may also be viewed at electronically. University Response - November 13th, 2023 The University has established a Preferable Goal for construction/renovation project participation at 20% Minority Owned and 5% Woman-Owned Businesses. Alternatively, firms may also achieve this goal with a combined Minority and Women participation level of 25% for the project. Liquidated Damages of $150/day Bids shall be accompanied by a bid guarantee of not less than five percent (5%) of the amount of the base bid executed by a Surety Company authorized to do business in the State of Kentucky and countersigned by a licensed Kentucky Resident Agent representing the Surety Company. (Certified Check Acceptable). The awarded Contractor shall furnish a performance and payment bond in an amount equal to one hundred percent (100%) of the contract price as security for the faithful performance of this contract and for the payment of all persons performing labor, including payment of all unemployed contributions which become due and payable under the Kentucky Unemployment Insurance Law furnishings materials in connection with this contract. For violation of this provision, the University shall reserve the right to reject the bid. Pre bid meeting Note: Note: No transcript or report of Pre-Bid Conference will be provided
