Written responses to all questions received will be furnished through an addendum to all Vendors on Thursday, November 2, 2023, by 4:30 p.m. Introduction Scott County owns a dark fiber network and is issuing this Request for Proposal (RFP) for services for the installation of high-capacity Fiber Optic Cabling into the County's empty 2nd Conduit System in Scott County that is adjacent to its primary conduit system that is occupied with it primary fiber optic cable as shown in Attachment 1. 2.2 Background In 2008, Scott County entered into an agreement with a telecommunications service provider to construct a two (2) 1.25" flexible conduit infrastructure system spanning throughout the county and the 8 cities in a "ring topology" that is wholly owned by Scott County. This system is depicted in Attachment 1. A 144-count fiber optic cable was installed by the provider into the primary fiber conduit where 72 strands are owned by the county and 72 are owned by the provider. The provider covers all locates, maintenance and repairs related to the primary conduit, hand holes, splice cases and fiber optic cabling. Relocates are split between the county and the provider. The county is seeking proposals for population of the 2nd conduit that may be similar in nature to that first conduit agreement. This is called the "Main Ring." In addition to the primary ring system, Scott County similarly has two conduits that that run from Belle Plaine, Minnesota along HWY169 to Mankato, Minnesota as depicted in Attachment 2.The County is interested in a proposal to populate the 2nd conduit with high-capacity fiber. This is called the "Mankato Run." The County has two conduits that run from Zumbro Ave and CR78 to 2nd Ave and Beech Street in Chaska, Minnesota along CR78/CR41 as depicted in Attachment 3. The County is interested in a proposal to populate the 2nd conduit with highcapacity fiber. This is called the "Chaska Run." The County has two empty conduits that run from the East side of County Road 69 and HWY 169 north to the intersection of Attwood street and County Road 69 in downtown Shakopee as depicted in Attachment 4, that it is also interested in proposal to populate the 2nd conduit with high-capacity fiber. This is called the "County Road 69 Run." The County has a set of two empty conduits that run along the South side of 1st Avenue in downtown Shakopee from Fillmore Street to Marschall Road as depicted in Attachment 5. The County is interested in a proposal to populate the 2nd conduit with high-capacity fiber. This is called the "Shakopee Main Street Run." The County has a set of two empty conduits are located at the intersection of County Road 12 and Marshall Road and run East along the North side of County Road 12 to Stemmer Ridge Road along the border of Shakopee and Prior Lake. This is depicted in Attachment 6. We are looking for a proposal to populate one or both of these with high-capacity fiber. This is called the "County Road 12 Run." Finally, the County has two conduits that run along the south side of CR42 between Crest Ave and Glendale Road/Joppa Ave, as depicted in Attachment 7. The County is looking for a proposal to populate the 2nd empty conduit with highcapacity fiber. This is called the "County Road 42 Run." 3.0 SCOPE OF WORK The County is seeking proposals from qualified providers for population of the County's 2nd conduit in its fiber infrastructure with high-capacity fiber optic cabling at zero-cost to the County in exchange for an irrevocable use of the 2nd conduit. Desired specifications are listed below. Provider would title a portion of the installed fiber optic cabling to Scott County and the Provider would be responsible to maintain and repair the fiber optic cabling installed into the 2nd conduit. The Provider would also be responsible for 50% of the costs associated with any relocating the installed fiber into the 2nd conduit. Providers interested in submitting proposals may consider any of the following options: OPTION 1: Populate "Main Ring" 2nd Conduit with High-Capacity Fiber. See Attachment 1. OPTION 2: Populate "Mankato Run" 2nd Conduit with High-Capacity Fiber. See Attachment 2. OPTION 3: Populate "Chaska Run" 2nd Conduit with High-Capacity Fiber See Attachment 3. OPTION 4: Populate "County Road 69 Run" Conduit with High-Capacity Fiber See Attachment 4. OPTION 5: Populate "Shakopee Main Street Run" Conduit with High-Capacity Fiber See Attachment 5. OPTION 6: Populate "County Road 12 Run" Conduit with High-Capacity Fiber See Attachment 6. OPTION 7: Populate "County Road 42 Run" Conduit with High- Capacity Fiber See Attachment 7. OPTION 8: Populate all, Main Ring, Mankato Run, Chaska, County Road 69, Shakopee Main Street and County Road 12 Run and County Road 42 Run. County's preference is for one Vendor to provide all services, however all individual options will be considered. County is encouraging creative proposals that minimize or eliminate any costs associated to the county in exchange for installation of jointly owned, high-capacity fiber optic cabling and long-term irrevocable use of the 2nd conduit. County is open to multiple providers partnering together to install highcapacity joint fiber into the 2nd conduit. Specifications: The resulting installed fiber optic cabling must be at least 288 strand 250 micron loose tube fiber capable of being blown into 1.25" flex conduit. Ribbon fiber will not be accepted. Existing County handholes are typically concrete with dimensions of 24"x36'x24" and are installed every 700' in the urban areas and every 1500' in the rural areas. The County has many existing splice cases located throughout all three runs with available ports and capacity. Proposals shall be submitted electronically via email to Maria Heller at mheller@co.scott.mn.us Subject Line: Fiber Optic Cabling In County's 2nd Conduit System RFP. Scott County is not responsible for electronic submissions not received by the deadline due to technical failures of its or the proposer's systems. The proposal should be submitted on 8-1/2" x 11" soft bound sheets. Include one (1) original and five (5) printed copies for each option proposed. In addition, submit one (1) flash drive of the entire proposal including all Exhibits for each option proposed. Each proposal must be submitted in a sealed envelope prominently marked on the lower left side as follows: Provider Name Proposal Due Date: no later than Wednesday, November 22, 2023, by 2:00 p.m. Proposals must be endorsed with the signature of a responsible official having the authority to bind the offer to the execution of the proposal. Facsimile, oral, telephone, or telegraphic proposals are invalid and will not receive consideration.
