No definite date for the rebid.** The City of Napa Public Works Department is soliciting bids from qualified firms for resurfacing services for City Parking Lots . SCOPE OF WORK: HMA Dig Outs Crack Seal/Cape Seal Striping and Markings Wheel Stop Removal and Replacement Bids are required for the entire work described herein. The Contractor shall possess a Class A and/or a C-8 California Contractor's license at the time bids are submitted. All contractors submitting bids shall be registered with the State of California's Department of Industrial Relations per Senate Bill #854. Faxed, mailed and/or emailed bids will NOT be accepted. The City's estimated total construction cost for this Project is $170,000. The estimate is intended to serve merely as a guideline of the magnitude of work. Neither the bidders nor the contractor shall be entitled to claims because of any inaccuracy in the estimated cost range. The work generally consists of resurfacing a city owned parking lot. Bids are required for the entire work described herein. You must possess a Class A and/or a C-12 California Contractor's License at the time bids are submitted. Inquiries or questions based on alleged patent ambiguity of the plans, specifications, or estimate, must be communicated as a bidder inquiry prior to bid opening. Any such inquiries or questions, submitted after the bid opening, will not be treated as a bid protest. The successful bidder must provide Performance and Payment (Labor and Materials) Bonds and are required to comply with the insurance requirements set forth in these Special Provisions. Chapter 2.92 of the Napa Municipal Code requires every Contractor or subcontractor with the City of Napa for Public Works Contracts in the sum of $25,000 or more, be subject to Section 101, Napa City Charter. This requires the Contractor to take affirmative action to ensure non-discriminatory employment practices. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the County, or Counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. Future effective general prevailing wage rates, which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates. Pursuant to requirements under the. California Labor Code recently introduced under SB 854 (Stat. 2014, chapter 28), bidders should be aware of several significant new requirements related to the Department of Industrial Relations (DIR) compliance and enforcement efforts with respect to prevailing wage requirements on public works projects. A scanned copy of a certified check or bank draft, payable to the order of City of Napa, negotiable U.S. Government bonds (at par value), or a satisfactory bid bond executed by you and an acceptable surety, in an amount equal to ten percent (10%) of the total of bid, must be submitted (scanned) with each bid. The hard copy version shall be submitted upon further notice from the City. Bids may be held by the City of Napa for a period not to exceed sixty (60) calendar days from the date of opening bids for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding of the Contract. The City of Napa reserves the right to reject any or all bids or to waive any informalities in the bidding. Each bidder is hereby informed that, upon submittal of its bid to the City in accordance with these bid documents, the bid is the property of the City. The City will consider each bid subject to the public disclosure requirements of the California Public Records Act (California code section 6250, et seq.) after bid opening, unless there is a legal exception to public disclosure.
