Main Street Stone Wall Restoration. The Borough of Upland reserves the right to reject any and all bids and the right to waive any informalities which they deem are in the best interest of the Borough. No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof. A certified check or bid bond in the amount of ten percent (10%) of the total bid, made payable to the Borough of Upland, must accompany each bid. Attention of bidders is called to all of the requirements contained in the bid packet, particularly to the Federal Labor Standards Provisions, Davis Bacon and Related Acts, Public Works Employment Verification, Section 3 of the Housing & Community Development Act, Central Contractors Registration, various insurance requirements, various equal opportunity provisions, the requirement for a payment bond and performance bond for 100% of the contract price and a one-year maintenance bond for 10% of the contract price. Furnishing of all labor, equipment and materials required for the restoration of a 4' +/- high stone wall located along the west side of Main Street between Sixth Street and Fourth Street adjacent to Auburn Village Homes. All areas disturbed during construction shall be restored to its original condition or better. The Contractor shall be responsible to replace any curb, sidewalk, signage, etc. No additional monies will be given to the Contractor to restore the site. All pavement restoration areas shall be neat, straight, joint lines Traffic Control/Protection - The contractor shall provide adequate traffic control in accordance with PA DOT standards. Road closures must be approved in advance by the Borough of Upland. At the end of each work day, work area shall be properly cleaned and protected with operational lighted barricades. No trench greater than 5' shall be left open. The open trench shall be protected with safety fence and lighted barricades. Concrete form work shall also be properly protected with high visibility safety tape. All materials shall be stockpiled to maintain adequate vehicular traffic (minimum 16' wide passage) and pedestrian traffic (i.e.: DO NOT BLOCK SIDEWALK). Access to all driveways shall be maintained. During construction hours, the contractor shall provide road construction/road closed signs, flagmen and other necessary devices to protect work area. Signs shall be placed at end of each street and at all intersecting streets. Signs shall be at nearest crossstreet to detour traffic without the need for vehicles to backup or turn-around at work zone. Tree Removal/Trimming - The Contractor shall not remove or trim any trees without the approval of the Municipality.
