Demolition, site work, paving and new construction of a bridge / tunnel in New Boston, New Hampshire. Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

This project replaces Bridge 243 at the New Boston Space Force Station (NBSFS) with a single span, open bottom box, precast rigid culvert bridge. This project will implement an 18 June 2015 bridge design from an earlier Architectural and Engineering (A-E) submittal. Project Title: Bridge 243 at the New Boston Space Force Station (NBSFS) Question 1. NAICS Code 237310, Size Standard $45M 2. The award resulting from this solicitation will be a FIRM-FIXED-PRICE CONTRACT. 3. This acquisition has been set aside as a Total Small Business Set-Aside requirement. 4. Period of performance for this action is 244 calendar days after issuance of the Notice to Proceed. 5. The magnitude of this project is Between $500,000 and $1,000,000. IAW FAR 36.204(e). 6. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. GENERAL Description 1.1. This project replaces Bridge 243 at the New Boston Space Force Station (NBSFS) with a single span open bottom box culvert bridge. 1.2. The existing bridge, constructed in 1959, is comprised of three 72" diameter, 8 gage, corrugated metal pipes (CMPs) with a skew angle of 20 to the roadway. The CMPs each have a barrel length along the skew of 42' and are under approximately 4' of fill. The total out-toout width of the bridge, perpendicular to the centerline of roadway, is 40'. The bridge carries two 9'-0" lanes of traffic and two 1'-0" shoulders on a 20' wide paved roadway, as well as two 10'-6" wide grassed shoulders. There are reinforced concrete headwalls on the upstream and downstream ends of the bridge and reinforced concrete wingwalls in each of the quadrants. 1.3. The existing bridge's CMPs are severely deteriorated; each CMP exhibits up to 100% section loss of the pipe wall at multiple locations. The bridge currently has seven (7) steel plates (4 ea. 8'x20'x1.125"; 3 ea. 8'x15'x1.125"), in a double layer, covering the south lane of the road for support, which will need to be removed and dispositioned per TBD guidance. 1.4. Under normal day-to-day operation, the traffic is approximately 10 cars per day; however, traffic could increase to a few trips per hour when logging operations are utilizing this roadway. The bridge is not subject to use by military tactical vehicles. 1.5. This project will implement an 18 June 2015 bridge design by Hoyle, Tanner Associates supporting an Architectural and Engineering (A-E) submittal by Oak Point Associates, with scope updates as identified in this Statement of Work (SOW). 1.6. The Contractor will submit their proposed design solution and construction approach with narrative clearly conveying understanding of the requirements utilizing the referenced c.2015 design and this SOW, and obtain government acceptance for the complete design. 1.7. Contractor will field verify information given and conditions in place, including ground penetrating radar as necessary, to properly design and install the bridge. 1.8. The construction plan should include procedures to divert, etc., natural water flow as necessary during construction. Ideally, construction should occur during low flow conditions, i.e., late summer and fall seasons. 1.9. Contractor will coordinate and execute all necessary regulatory reviews, and permit acquisition, including paying the appropriate fees. Perform all work in accordance with Federal, State, and local statutes, regulations, and codes, e.g., prepare all required documents to allow the government to submit for full NH DES wetlands and Clean Water Act Section 404 permits. 1.10. Contractor will be responsible for construction management, scheduling, inspection and testing services, maintenance of construction temporary utilities, temporary controls, environmental protection, and project closeout. Contractor will ensure technical accuracy and adequacy of the project design at every submission, providing quality control in all phases of the project .
