The Mt. San Antonio Community College District (District) is seeking statements of qualifications from qualified firms interested in providing Design and Commissioning Serviceson an "as needed" basis estimated for the period of five (5) years. The District desires to create a list of qualified firms, which may be utilized to engage one or more firms to provide these services. Interested firms may submit on any or all the services required. Mt. San Antonio College is one of the largest community colleges in California, serves nearly 20 local communities and has educated more than 1.2-million people since opening in 1946. The campus sits on 420 rolling acres in Walnut, California, located on the eastern edge of the Greater Los Angeles Area. We proudly serve more than 50,000 students from all walks of life. Roughly, half of the students are seeking degrees and certificates, the other half are enjoying community programs, workforce development classes and other non-credit courses. This solicitation is not for specific projects, but for specific services. All work performed under this contract will require approval by the District's Project Manager and issued through a Project Assignment Agreement (Project Assignment). A proposal/fee letter shall be requested from the firm to identify and refine the scope of services prior to issuing the project assignment. The Project Assignment shall detail the tasks required for particular projects, schedule, and projected costs. The costs will be based on the specified rates of compensation in the Master Services Agreement. The District's Project Manager shall confer with the firm to establish the maximum fee, including expenses, for the specific project and to establish the completion date, and final scope. Projects and services are unique, and the exact scope of work will vary between services and projects. The Mt. San Antonio College Central Plant system consists of two (2) cooling towers, and four (4) chillers (one of which is an absorption chiller which utilizes the waste heat from two, currently non-operational, natural gas-fired generators generators) and a 21,000 ton-hour chilled water thermal energy storage (TES) tank. The Central plant equipment and cogeneration system was installed in 2003, with a chiller expansion and TES installation in 2016. Questions and inquiries concerning this RFQ must be made in writing and submitted via the District's eProcurement Portal Q & A feature. The deadline to submit a request for information or clarification is Monday, November 6, 2023 before 2:00 pm. Each proposal/offer must be an irrevocable offer, and remain open and valid for College acceptance anytime within 90 days after the bid opening dates The term of the contract will be for five (5) years. The College may reject any or all proposals and may waive informalities and minor irregularities in any proposal received. Contract to Start: :January 1, 2024
