The City of Edmonds, Washington is soliciting a statement of qualification (SOQ) from individuals or firms interested in providing Consultant Design services for the Phase 12 & 13 (2025-26) Sanitary Sewer Replacement and Rehabilitation Projects. The City sewer system serves approximately 10,000 customers within an area of about 7.4 square miles. As of the 2020 census, the City of Edmonds population was 42,853 and approximately 70% of the population is served by the City of Edmonds sewer utility. The Olympic View Water and Sewer District serves the remaining population The City Comprehensive Sewer Plan (August 2013) includes a Capital Improvements Inventory, which delineates pipelines at various locations within the City's service area that will need to be replaced or rehabilitated due to increased conveyance needs, pipe age, and maintenance. In response to the inventory within the Plan, the City has updated its regular pipeline replacement/rehab program schedule and has selected a number of pipeline replacement and rehabilitation projects that will need to be completed in the coming years The work to be performed by the CONSULTANT shall consist of providing professional services to the Public Works Engineering and Operations divisions in finalizing site selection for the Phase 12 and Phase 13 projects, providing site surveys, geotechnical engineering, preparing cost estimates, engineered plans, specifications and bid documents with the option to provide engineering support during construction. The city estimates that the projects will replace and/or rehabilitate by trenchless methods approximately 2,000-7,000 linear feet of sewer main pipe per year at various locations within the City The City of Edmonds in accordance with Section 504 of the Rehabilitation Act (Section 504) and the Americans with Disabilities Act (ADA), commits to nondiscrimination on the basis of disability, in all of its programs and activities.
