The Contract provides for the construction of a final cover system over Cells 1 and 5 of the Demolition Landfill and Cells 1 and 3 of the Ash Landfill at the Otter Tail County Northeast Landfill. Work for this Contract consists of excavating the intermediate cover system, regrading waste, and constructing compacted buffer layer, LLDPE flexible membrane liner, geotextile liner, granular drainage layer, protective cover, and topsoil. Other work includes improvements to the stormwater system, removal of soil not appropriate for final cover construction, final grading, and seeding of disturbed areas.
