Renovation of a residential development in Rock Island, Illinois. Completed plans call for the renovation of a residential development.
The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located at 2501 32nd Street. This owner-occupied property will be undergoing rehabilitation using Housing and Urban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. Contractors who have submitted bids may attend but are not required to do so. A bid tabulation shall be posted online afterward. All questions shall be directed to the Construction Officer at 309-732-2906. Scope of Work The bidder shall submit a project plan using the design standards below that is in compliance with all applicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. This Project will require replacement of the front door, rear entry, and the side door. Replace with like kind pre-hung steal or fiberglass doors slabs. Insulate between the door jamb and frame before installing casing on the inside. The front Door will require a new screen door at installed at that location. All three Door slabs must have dead bolts and locksets and shall be all keyed the same. Install Z flashings above the top brick molding. Remove Old fire place chase and piping on the South side of the home. Replace any rotted wood or damaged wood. Install a metal cap over the fire place unit rendering it inoperable. Frame the roof back to blend in with existing roofline. Water Barrier and install matching shingles in effected area. Install a new seamless gutter on the south side going from corner to corner of the roof line. Make sure that there is sufficient insulation in the walls and floor before covering with wall sheathing. Install wall sheathing and house wrap in the area of the old fireplace chase. Snap lines on the siding making straight plane from the ground to the soffit and carefully remove the siding on the top section leaving the siding intact except the cut offs which will be removed. Bend break metal J channel to slip in along both cut edges of the existing siding. Looking to for options in finishing the area where the siding is vacant that the removal was done. Must be cost effective and homeowner approved for the finish look. MISC; Need to have a handrail installed going down the basement stairs. A shorter railing at the top of the stairs to the landing and then from the landing to the basement level. Replace side entry exterior light with a LED switch/sensor light. Replace The front entry exterior light with a similar or same style as side entry. Add a heat run to the bathroom and rear entry locations on the first floor. This will need to be sized in accordance with BTU output of the furnace and air ductwork already existing. Making sure not to starve other rooms from supply air. Final Project will require the removal of the concrete landing and steps at the front door. Replace with same size wood framed deck and stairs. Frost protected pier footings will need to be dug 42"x 12" to carry the deck load. Approved fastener system securing the deck ledger to the house must be installed. An inspection of the footings before pouring is a requirement and a frame inspection before decking is installed. Handrailing on the sides of deck and continued down the stairs. Alternative specifications shall be considered only if they are clearly justified, cost effective, and meet all project objectives. The contractor shall have 30 days to complete the work from the date of contract signing. Change work orders over the course of the project are strongly discouraged. Bidder Qualifications & Requirements 1. Bidders must be currently licensed with the Illinois Secretary of State, bonded, and insured. 2. Bidders must have or be able to obtain all applicable licenses and permits in addition to meeting all local, state, and federal requirements to perform requested work. 3. Bidders must have and provide proof of General Liability, Vehicle, and Workers Compensation Insurances and name the City of Rock Island as a Certificate Holder. 4. Bidders must own or be able to rent sufficient equipment to complete the work.
