Reference Number 0000335170 The City of Littleton is seeking proposals to replace its aging irrigation controllers throughout the City's medians, streetscapes, city buildings, and parks. The intent is to upgrade the aging existing controllers with new WeatherTrak controllers that provide access to the central weather-based system and to provide flow management. The list of controllers to be upgraded are noted in the following Bid Proposal Form. The City of Littleton is seeking proposals to replace its aging irrigation controllers throughout the City's medians and streetscapes. The intent is to upgrade the aging existing controllers with new WeatherTrak controllers that provide access to the central weather-based system and to provide flow management. The list of controllers to be upgraded are noted in the following Bid Proposal Form. This work is considered Phase 1 of a new central control system renovation for 17 separate controllers on the City of Littleton Irrigation System. The City of Littleton (The City) will provide the controllers to the selected contractor for installation. The contractor shall supply all other miscellaneous materials and tools required to make the installation complete and fully operational. Each site will include a new flow sensor/hydrometer to be provided by the selected contractor and the contractor shall be responsible the installation of the flow sensor/hydrometer into the mainline pipe near the backflow preventer and make all connections to the controller for proper operation. The Contactor will be paid on a unit price basis for the actual work that is completed based on the bid line item that is selected for the particular site. If additional work beyond the contracted work is required due to unforeseen circumstances, it should be proposed by the Contractor for approval by the City of Littleton and/or their Project Manager prior to the work being performed. The City of Littleton has contracted with Irrigation Analysis, LLC (IA) as Project Manager to manage this Irrigation Efficiency Repair and Upgrade project on their behalf. IA will serve as the liaison and point of contact and coordinate and assist the selected Contractor throughout the project. IA will also inspect the work to ensure it has been properly completed and that it will provide the improved system to attain the water savings and management goal of the project. IA along with the city will conduct a PreConstruction covering necessary details of the work prior to starting and will be available to answer any questions from the Contractor throughout the project. Additionally, IA will make periodic inspections of the work in progress throughout the project. IA will conduct an operational final inspection and a punch list of completed work with reinspection of all controllers where work is performed to assure that all work is properly completed in accordance with the of work and that the system is working properly. The Contractor is responsible to have a logical methodology and work progression for completing the work and they will communicate the plan and schedule so IA can perform their inspections. The Contractor will communicate with Irrigation Analysis as needed throughout the project. Both parties will designate primary and secondary contacts at the start of the project. Though IA is assisting and inspecting the project work, the Contractor is solely responsible to the City of Littleton for completing the contracted efficiency work. This work is intended to be installed during the Winter 2023/ Spring 2024 seasons and completed no later than April 17th, 2024, so the system may be utilized during the 2024 irrigation season. The selected Contractor is expected to work with the existing maintenance contractor to ensure the system continues to operate normally during construction, so the landscaping stays healthy and does not become stressed or damaged due to system issues. It is the responsibility of the Contractor to coordinate and communicate with the maintenance contractor and IA, as needed, so as not to cause or create issues with the landscape maintenance operations in the of this work. The Contractor must also communicate with the City and abide by their rules with respect to water usage in conjunction with the work.
