1. The Offeror will collaborate with Dona Ana County, State, local, and other stakeholders as required to develop and update plans for the County's All Hazard Emergency Operations Plan. 2. AHEOP services include but are not limited to development, implementation, technical assistance with monitoring and maintenance, updating existing plans, conducting four (4) tabletop exercises to test/validate multiple components of the draft plan before finalizing, review, and assistance with plan revision. 3. Contractor at a minimum shall update or rewrite the following annexes: a) Hazardous materials b) Terrorism c) Flood (updated in 2022, may serve as a guide for what is desired in other annexes) d) Severe heat or drought (includes cooling centers) e) Serves cold/blizzard (include warming centers) f) High wind and tornado g) Wildfire h) Pandemic i) Civil disorder j) Cyber security 4. The AHEOP shall include: a. Use of the Incident Support Model (ISM) of EOC operation b. A Disaster Recovery Plan 5. The qualified Offeror shall demonstrate firm experience in completing the following steps when updating the AHEOP.
